HomeMy WebLinkAbout10231985 ZPC Hearing~~~ i Y~ . ~~ . ~~~ ~t ~~~ ~. ~~ ~ ~ ~~ w , a ~ ~ ~ ~ PUBLIC HEARING ~ ~' ~~ ~~~` ZONING AND PLANNING COMMISSION October 23, 1985 ~ * * * * ~ * * * ~ * ~ * * * * * * * * * * * * * * * ~ * ~ ~ * * * * * * * * * * The Zoning and Planning Commission of the City of West University Place convened in session on Wednesday, October.23, 1985 at 7:30 P.M, with the following members present: Chairperson Reid idilson, Buddy Bell, Robert Lindsey, Charles M.~Lusk III, Stephen Munisteri, Susan K. Rachlin, and George Ruhlen. City Attorney James L. Dougherty, Jr., and Chief Building Inspector Wayne E. Perry were also present. Notice of Public Hearing was posted in the City Hall on Friday, October 18, 1985 in accordance with applicable statutes of the State of Texas. Chairperson Wilson introduced himself and gave his address in the City followed by other members of the Commission. Hearing Of Residents: The meeting was opened for discussion to the general ' public concerning the request for rezoning: , Application ~~85-2 Lots 5 and 6 Block 17 College View III 6204 College Application 1~85-3 Lots. 7, 8, and 9 Block 17 College View III . _ 6204 College Mr. Richard G. Knight of the City Partnership, Inc. made his opening statement followed by Mr. Charles Tapley, architect, who explained the building configura- tions for the proposed pro~ect. Chairperson Wilson then announced the opportunity for residents wishing to speak may do so at this time. Those speaking against the request for rezoning were: Mr. Terry Schmidt, 3916 Amherst - Mr. Schmidt was elected by several residents to give the results of a petition on the dis- approval of said project, Mr. Schmidt read petition: "As residents of the City of West University Place by signing this petition, we wish to respectfully register our disapproval and vote against the construction of the five story retirement apartment project on the site of JMH 4~3 on the corner of Milton and College Streets. We do not believe the project will have an overall positive impact on our community. We have several objections to this pro~ject, (1) The fieight of the building - 46 ft. (2) The rezoning of lots currently zoned for single family dwellings. (3) The increased burden on the following City services as a result of additional residents and employees at the proposed facility. A minimum of 78 person to be possible, a maximum of more than 90 persons. a) an overload of water and $ewer lines b) an overload of police, fire and ambulance services • c) an overload of Community Center services and facilities d) increased traffic in the City, parking problems in front of the houses in the immediate vicinity of the facility". Zoning and Planning Co ssion Page -2- ~ . • - ~,~ October 23, 1985 Mr. Schmidt further stated: ~ a "The summary of all this effort is to date we have 624 signatures, plus signatures we have pick up tonight, which we have not included. Approximately 60Y to date within the 200 foot have signed. Mr. Schmidt then proceeded to show a map of the City of West University Place, indicating by color,areas that were opposed to the pro~ect. Mr. Schmidt presented petition to the Commfssion. Mr. Michael Shelby, 3931 Southwestern, Ass'istant District Attorney for Harris County, presented a lengfhy opposition to the pro~ect on why it should not tie rezoned. Members of the Commission called for a special Workshop Meeting on Tuesday, October 29, 1985 at 7:30 P.M. in the Council Chambers at City Hall, to further discuss their decision on the rezoning application.
