The Zoning and Planning Commission of the City of West University Place, Texas
convened in special session on Tuesday, September 23, 1986, at 7:10 p.m. with
the following members present: Chairperson Reid Wilson, Buddy Bell, Robert
Lindsey, Charles M. Lusk, Stephen Munisteri, Susan Rachlin, George Ruhlen.
Notice of Public Hearing was posted in the City Hall on Friday, September 19,
1986; Notice of Meeting was published in the Houston Chronicle on Monday,
September 8, 1986; Notice to Interested Property,Owners ma.iled September 8,
1986.
Chairperson Wilson introduced himself and gave his address in the City followed
of other members of the Commission.
The Public Hearing was opened for discussion to the general public concerning
the proposed.rezoning of the following listed properties:
Dwelling District No. 2, Kirby Drive
The lots bounded on the south by the south
• property line of Lot 6, Block 13, Virginia
Court Addition, on the north by Tangley Road
and fronting on Kirby Drive, being Abstract
61, A.C. Reynolds Survey, Tract 6, .495 acres;
Lot 5, Block 5, Preston Place Addition; Lots
6,7,8,9,10, Block 9, Preston Place Addition;
Lots 2,4,6,8,10,12,14,16,18, Block 10, Virginia
Court Addition, Lots 2,4,6, Block 13, Virginia
Court Addition; Lots 2,4,6,8,10,12,14,16, Block
5, Virginia Court Addition; Lots fronting on
Tangley, being Lots 2 and 3, Block 4, Tangley
Terrace Addition.
Katie S. Adams, Adams & Company Real Estate, repr•esented property owners of
Lots 9 and 10, Block 9, Preston Place Addition, Lots 2,4,6,8,10,12, Block 5,
Virginia Court Addition, application docketed ~~86-5, to request rezoning of
this property from "Townhouse/Clusterhouse Dwelling District" to "Commercial
District" or "Professional and Business Office Building District."
Ms. Adams made~:her opening statement commenting that for the past three years
she has represented several of the property owners in attempting to sell their
proparty, either as single family dwellings or for development as townhouse ,
sites. In addition, most of the houses are gradually deteriorating because
it is no:t feasible for the absentee owners to make structural repairs required
to maintain them as rent property and the location on the thoroughfare of Kirby
Drive and across from the commercial of the Village is not of a residential
• character.

Ms. Adams further stated that it would appear that the highest and best use
of this property, both from the standpoint of tlie owners and the City of West
University Place, would be for quality small office buildings or other commer-
cial consistent with the residential character of the neighborhood ad,joining
on the west or back side.
Chairperson Wilson then announced the opportunity for residents wishing to
speak may do so at this time. The following applicants gave their statements
in approval of the proposed rezoning:

Also speaking in favor of the application were Mr. John Hogg, 6017 Charlotte, who
thought the properties would be best suited for professional business offices, and
Mr. Cabrera, 6134 Kirby Drive.
Chairperson Wilson then invited those persons who were in oppostion of the applica-
tion to come forward with their statements. The following residents gave their
statements in opposition with the main concerns being noise, traffic, extra trash
and debris, parking, etc.:

Upon motion duly made, seconded and carried, the Public Hearing ~aas closed.
Members of the Commission will:further discuss the rezoning of application docketed 4~86-5
at the next regular scheduled meeting on Thursday, September 25, 1986 at 7:30 p.m, City
Hall, 3800 University Boulevard, City of West University Place, Texas.
Upon motion duly made, seconded and carried, the meeting adjourned at 9:40 p.m.
