The Zoning and Planning Commission of the City of West University Place, Texas convened in regular session in the City Counsel Chambers, City Hall, 3800 University Boulevard, City of West University Place, Texas, the second Thursday of January, being January 14, 1988. Members present were: Reid C. Wilson George Ruhlen Frank Billings Susan Rachlin Robert Lindsey Ralph Stivison eonnie T. Holmes Chairman and Secretary Vice Chairman Parliamentarian Others in attendance were: Wayne Perry Chief Building Official Notice of ineeting was posted in the City Hall of West University Place, Texas at least seventy-two (72) hours preceding the day of the meeting as required by law. A quorum was declared and the meeting convened. 1. Hearing of Residents: No residents wished to be heard. 2. Zoning Matters: a. Rezoning - Presentation by Ron Taliaferro regarding Bellaire Boulevard property for use as retirement center - Mr. Taliaferro did not appear; ~ b. Kirby Drive Townhouse District - Discussion was had concerning the problems with existing commercial development of the Northern portion of the Kirby Drive Townhouse District. Wayne Perry informed the Commission of the concerns voiced by the owners of the retail center -1- .1 ,_-, , _`.• . _~ • fronting Kirby Drive, in the Northern portion of the Kirby Drive Townhouse District, as to the ability to upgrade that property if restricted under, the prior nonconforming provisions of the new Zoning Ordinance. The Commission determined it should further in- vestigate this issue, and would request the assistance of the Long Range Planning Commission. Chairman Wilson was requested to contact the Long Range Planning Commission and request their attendance at the February meeting of the Planning and Zoning Commission; and c. Zoning Map Inconsistencies - The Commission considered the clerical errors and incon- sistencies of the existing Zoning Map of the City. The Commission considered specifically, (i) the commercial zoning classification of certain lots fronting Lake Street, (ii) the single family zoning classification of certain lots adjacent to the Bellaire Townhome District and fronting Bellaire, and (iii) the zoning classification of JMH No. 3. Upon • motion by Commissioner Ruhlen, seconded by Commissioner Lindsey and unanimously approved, the Commission decided to hold a public hearing at its March meeting to consider on its own motion, the issue of the zoning on the three described areas, as well as the Kirby Drive Townhouse District. 3. Other Matters: a. Tree Rules - Commissioner Holmes discussed the comments by several knowledgeable foresters and nurserymen to the trees included within those permitted as "qualified trees" under the Tree Rules adopted by the Planning and Zoning Commission. After discussion regarding these comments, upon motion by Commissioner Holmes, seconded by Commissioner Ruhlen and unani- mously adopted, the following changes were made to the Tree Rules adopted November 12, 1987: (1) Dawn Redwood was deleted; (2) Southern Magnolia was moved from small/medium to large; and • (3) Ligustrum was added to small/medium. -2- ~; ~ ` ~ ~ ~ • A copy of i:he revised Tree to these Minutes. Rules is attached ~ • The next regular meeting of the Planning and Zoning Commission shall be Thursday, February 11, 1988, at 7:30 p.m. in the City Councel Chambers, City Hall, 3800 University Boulevard, City of West University Place, Texas.
