• REGULAR MEETING
ZONING AND PLANNING COMMISSION
CITY OF WEST UNIVERSITY PLACE
DATE: APRIL 14, 1988
7:30 P.M.
The Zoning and Planning Commission of the City of West
University Place, Texas convened in regular-session in the
City Counsel Chambers, City Hall, 3800 University Boulevard,
City of West University Place, Texas, the second Thursday of
April, 1988, being April 14, 1988.
Members present were:
Reid C. Wilson Chairman and Secretary
George Ruhlen Vice Chairman
Frank Billings Parliamentarian
Robert Lindsey
Ralph Stivison
Bonnie T. Holmes
Others in attendance were:
• Wayne Perry Chief Building Official
James L. Dougherty City Attorney
Notice of ineeting was posted in the City Hall of West
University Place, Texas at least seventy-two (72) hours
preceding the day of the meeting as required by law.
A quorum was declared and the meeting convened.
1. Hearing of Residents:
No residents were in attendance.
2. Zoning Matters:
No zoning matters were discussed.
3. Subdivision Issues:
No subdivision matters were discussed.
4. Review of Zoning Ordinance:
a. The Commission discussed various technical
problems with the Ordinance and determined to
consider corrective measures. Jim Dougherty,

~ City Attorney, agreed to prepare a list of
the problem sections for the Commission to
begin its consideration. Mr. Dougherty also
agreed to submit proposed language to deal
with the technical problems which have been
encountered. Discussion was had with the City
Attorney and Wayne Perry, the Chief Building
Official, regarding technical problems in the
following areas: (1) lot frontage; (2) prior
non-conformity; (3) sign definition; (4)
qualified tree rule definition; (5) prohi-
bition of "garden" or "atrium" windows in side
setbacks when window air conditioners are
allowed to project eighteen inches (18"); (7)
interpretation of the driveway regulations,
including location, parking paths, parking
under porte cocheres and carports which are
constructed to the front building line; and
(8) practical enforcement of the existing
protected qualified trees.
b. The individual Commissioners have uncovered no
codification errors in the building ordinance
and deferred questions on codification to the
• City Attorney, together with the Chairman and
Vice Chairman of the Commission.
c. The Commission determined that after reviewing
the technical problems which had been brought
to its attention by the City Attorney and the
Chief Building Official, the Commission should
schedule a public hearing and invite in-
terested parties, specifically including
contractors and architects with experience in
new home construction and remodeling in the
city, to appear and testify regarding inter-
pretation, consistency and technical problems
in the new zoning ordinance.
4. Other Matters:
a. The Commission inquired regarding the status
of the Long Range Planning Commission's
investigation regarding the Kirby Drive
Townhouse District and JMH No. 3.
b. The Commission determined it would invite
Steven L. Anderson, a consulting urban
forester, to make a presentation to the
Commission regarding protective measures which

• should be required during construction to
prevent long term damage to protected
qualified trees. Mr. Anderson had previously
contacted all members of the Commission and
offered his services. Apparently, Mr.
Anderson's grandmother was a long time West
University resident, and Mr. Anderson hopes to
move to West University in the near future.
It was decided that Mr. Anderson would be
requested to make his presentation at the
regular meeting of the Zoning and Planning
Commission scheduled for 7:30 p.m., Thursday,
May 12, 1988.
The meeting was adjourned at 9:00 o'clock p.m.
