The Zoning and Planning Commission of the City of West University Place, Texas convened in regular session in the City Counsel Chambers, City Hall, 3800 University Boulevard, City of West University Place, Texas, the second Thursday of May, 1988, being May 12, 1988. Members present were: Reid C. Wilson George Ruhlen Frank Billings Susan Rachlin Robert Lindsey Ralph Stivison Bonnie T. Holmes ~ Others in attendance were: Chairman and Secretary Vice Chairman Parliamentarian Wayne Perry Chief Building Official Notice of ineeting was posted in the City Hall of West University Place, Texas at least seventy-two (72) hours preced~.ng the day of the meeting as required by law. A quorum was declared and the meeting convened. 1. Hearing of Residents: No residents were in attendance; 2. Zoning Matters: No rezoning matters were discussed. 3. Subdivision Issues: a. Requests; Docket No. 88-1, Greenbriar Development, as owner and Nancy B. Thallman, as Agent - regarding east one-half of Lot 7, Block 3, West University Place Addition, also known as - 3009 Cason: request to subdivide a portion ~ of that property so that it may be sold to Bob -1- ~`~ ,~ .~ ~ • • F. Boydston and become a portion of the South 86 feet of Lot 8, Block 3, West University Place Addition, also known as 6710 Belmont Avenue; The request for pocket No. 88-1 was for an amending plat pursuant to Local Government Code Section 212.016 (A)(9). Chairman Wilson withdrew from the discussion since his law firm had prior dealings with Mr. Boydston and Ms. Thallman and turned over the meeting to Vice Chairman Ruhlen. After discussion of the request and a presentation by the applicants, upon motion by Vice Chairman Ruhlen, seconded by Commissioner Rachlin, the amending plan was unanimously approved, with Chairman Wilson abstaining. 4. Review of Zoninq Ordinance: The Commission discussed several technical issues relating to the new Zoning Orders relating to side setbacks, particularly dealing with garage and • driveway placement. 5. Other Matters: a. Steven L. Anderson the owner of a forestry firm, spoke to the Commission regarding protection of Qualified Trees, particularly during the construction process. The Commission viewed a slide presentation regarding evidence of significant damage to Qualified Trees on residential lots in west University Place during construction. Mr. Anderson discussed construction techniques which would eliminate or substantially reduce permanent damage to substantial mature trees. b. Mr. Anderson recommended the City adopt procedures to reduce damage to significant mature trees during construction of new residential homes. Specific suggestions by Mr. Anderson included (1) fencing off the root system of protected trees; (2) requiring concrete sidewalks and drives to be laid on top of the existing grade of the site, rather than allowing excavation which damages roots; and (3) alternative methods to lay underground • drainage pipes so that tree roots would not be -2- ~1, ^!" • • • cut by use of inechanical trenching machines and (4) restrictions on the raising the natural grade of a site by the introduction of more than three to six inches of fill which has the effect of suffocating tree roots.. After substantial discussion the Commission determined to take the following action: (1) to communicate with the City Counsel regarding construction methods which could be required by the City during water and sewer line replacement in order to protect trees (R. Wilson); (2) to contact City Currents regarding an article on preventative measures to protect trees during construction (R. Stivison); and (3) to consider alternatives to educate current West University residents as well as purchasers of sites for new construction, so that they will understand the need for alternative construction methods in order to save existing trees (all members). Although the Commission determined that additional regulations were not proper at the current time, Mr. Perry was encouraged to • counsel with lot owners and home builders regarding techniques to preserve not only trees on the building site, but trees on adjacent sites.
