REGULAR MEETING
ZONING AND PLANNING COMMISSION
CITY OF WEST UNIVERSITY PLACE
DATE: OCTOBER 13, 1988
7:30 P.M.
The Zoning and Planning Commission of the City of West,
University Place, Texas convened in regular session in the
City Counsel Chambers, City Hall, 3800 University Boulevard,
City of West University Place, Texas, the second Thursday of
September, being October 13, 1988.

Notice of ineeting was posted in the City Hall of West
University Place, Texas at least seventy-two (72) hours
preceding the day of the meeting as required by law.
A quorum was declared and the meeting convened.
1. Hearing of Residents:
No residents wished to be heard.
2. Zoning Matters:
No rezoning matters were discussed.
3. Subdivision Issues:
Docket No. 88-4, Replatting of Lots 3, 4, and 5 and
the adjoining east 13.5 feet of Lot 2, Block 5
Bissonett Place - Volume 8, Page 42, Harris County
Map Records - 4027, 4023 and 4019 Marlowe Street -
Request for relocation of lot lines without in-
crease of number of lots.

• Presentation was made on the behalf of the property
owners by Ernst Roth of Terra Surveying Co., Inc.,
who prepared the Replat. The property is under
common ownership pursuant to a deed, as to a
portion, and a noncontingent earnest money
contract, as to the remainder. The new owner, J.
M. Willis Homes, Inc. intends to construct three
new homes on the property. If the replatting is
not allowed, the new homes will be constructed on
lot 5, lot 4 and on a combination of lot 3 and the
East 13.5 feet of lot 2. The requested amending
plat would allow three homes to be built on equal
54.5 foot wide lots.
Phillip and Lee Williams of 4032 Marlowe expressed
concern about the destruction of the two current
residences and construction of three new
residences. This concern was also voiced by Ms.
Klein of 4028 Marlow. After much discussion, Ms.
Klein and the Williams acknowledged that since the
new owner would be allowed to build three new
residences on the property, even without approval
of the amending plat, they would support the
amending plat so that there could be additional
• width provided to the building sites for each of
the three new homes.
After the discussion and upon motion by Frank
Billings, and seconded by George Ruhlen, the re-
quest for amending plat was unanimously approved,
subject to the conditions that (i) the current
structures be demolished, (ii) the common ownership
in the name of J. M. Willis Homes, Inc. be .
accomplished, (iii) the approval is for three 54.5
foot lots as initially opposed to the 53.3 foot and
60 foot lots as proposed, and (iv) the applicant's
surveyor would meet with the concerned homeowners
regarding the exact measurements of the property
contained in the proposed amending plat.
4. Other Matters:
a. Minutes of the September 7, 1988 Meeting were
approved.
b. The Commission discussed Section 5-101(c) of
the New Zoning Ordinance - the Commission
discussed the need to consider revisions to
the existing language to make more clear the
intention that where a previous improperly or

~ illegally subdivided lot has been created and
is already in existence, that such "lot" and
any other "lot" (whether properly or
improperly subdivided) may utilize Section
5-101(c).
The meeting was adjourned at 8:45 p.m.
