The Zoning and Planning Commission of the City of West University Place, Texas convened in regular session in the City Counsel Chambers, City Hall, 3800 University Boulevard, City of West University Place, Texas, the second Thursday of November, being November 10, 1988. Members present were: George Ruhlen Vice Chairman Reid C. Wilson Chairman and Secretary Robert Lindsey Susan Rachlin Ralph Stivison Notice of ineeting was posted in the City Hall of West University Place, Texas at least seventy-two (72) hours preceding the day of the meeting as required by law. A quorum was declared and the meeting convened. 1. Hearina of Residents: No residents wished to be heard. 2. Zoning Matters: No zoning matters were discussed. 3. Subdivision Issues: 4. No subdivision matters were discussed. Other Matters: a. Minutes of the October 13, 1988 Meeting were approved. b. Technical review of the 1987 Zoning Ordinance: (i) The Commissioners discussed various technical problems in the application of the 1987 Zoning Ordinance. The Commissioners were ~ -1- WUP.15 .~" - ~ . • • urged to review the Ordinance, particularly the definitions, the single family section and the P&Z section. Informal imput from archi- tects, builders and individuals building homes would be solicited. After that information and imput was received, the Commissioners would meet and determine what sections, if any, of the 1987 Ordinance require revisions. At that point, the Commission would discuss with the City Council its thoughts regarding any technical revisions to the Ordinance and the timing for a possible joint public hearing. (ii) The Commissioners discussed and endorsed the concept of producing "interpretive rulings" of various fact situations which have arisen to date and caused difficulty in the application of the 1987 Zoning Ordinance. The Inter- pretive Rulings would 1) identify a fact situation and then apply the Ordinance to it, 2) be approved by Wayne Perry, the City's Building Official, the Planning and Zoning Commission and the Zoning Board of • Adjustments, and 3) be available in the City Building Official's office for distribution to the public. The intent of the Interpretive Rulings is to help clarify certain provisions of the 1987 Zoning Ordinance which have proven difficult for the public to apply to various fact situations. The Commissioners agreed to propose various fact situations for inclusion within the Interpretive Rulings. Commissioner Wilson agreed to contact the various officials involved to get their feelings on this concept.
