~ GENERAL APPEALS BOARD
SPECIAL SESSION
MONDAY, SEPTEMBER 11, 1989
MUNICIPAL BUILDING
3800 UNIVERSITY BOULEVARD
6:30 P.M.
General Appeals Board convened in special session in the Municipal
Building, 3800 University Boulevard, in the City of West University
Place, on Monday, September 11, 1989, with the following members
present: Philip C. Lewis, Nicholas J. Aschliman, and Sharon
Mathews. Also present were Curtis R. Cooper, Director of Operations;
and Wayne E. Perry, Chief Building Inspector.
Mr. Lewis called the Special Session of the G~neral Appeals Board to
order. In the absence of John Farrell, Sharon Mathews, alternate,
was appointed to act in his place.
COMMENTS OF CONCERNED RESIDENTS
There were none present who wished to speak.
BARBARA L. CARLSON, 6424 COMMUNITY DRIVE
~ Barbara L. Carlson applied for a permit to tear down property
located at 6424 Community Drive which is in poor condition and
replace with another home located within the City of West
University Place which has been brought up to Code.
Moving a house or other structure from one site to another is
prohibited by Ordinance 1227, Housemoving, and requires that any
building moved off a lot or building site will be removed from the
City.
Motion was made by Curtis Cooper, seconded by Sharon Mathews,
that the request made by Barbara Carlson to tear down property
located at 6424 Community and replace with another house located
within the City be denied.
Voting Aye: Philip Lewis, Sharon Mathews, Curtis Cooper
Voting No: None
Absent: John Farrell
Mr. Lewis requested a letter be written to Ms. Carlson, as she
was not in attendance, advising her of the decision made by the
General Appeals Board.

CONSIDERATION OF 2907 QUENBY, RICHARD G. WHITTINGTON
Mr. Lewis reviewed the situation at 2907 Quenby and gave an
update stating Mr. Whittington was subpoenaed and brought into
West University Place Municipal Court Tuesday, September 5, 1989,
and found to be in violation of a misdemeanor offense of
maintaining dangerous buildings and a$1,000 probated fine was
issued. Mr. Whittington was given until December 15, 1989, to
do the necessary repairs to bring his buildings into compliance
with the Dangerous Building Ordinance.
As Mr. Whittington chose not to attend the General Appeals Board
meeting, Mr. Lewis recommended that this item be kept open until
December 15th and that Mr. Perry keep the Board informed.
Mr. Lewis suggested a letter be written to Mr. Whittington on
behalf of the General Appeals Board encouraging him to make the
necessary repairs on his buildings.
