MEETING MINUTES
October 12, 2023
MEMBERS PRESENT: John Cutrer, Bob Powell, Matthew Fisher, Sam Mazzu and
Myrenda Takashima
MEMBERS ABSENT: Richard Wilson and John Howard
STAFF PRESENT: Legal Counsel Tommy Ramsey, Building Official John
McGowan, Administrative Coordinator Josie Hayes and
Zoning Official Evan DuVall
GUEST: Alida Drewes
1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:15
p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes
stated notices were posted per state and local laws. John Cutrer asked commission
members and staff to introduce themselves.
2. Public Comments. Alida Drewes stated the city needed to review other neighbors
encroaching onto her property and flooding issues due to more concrete being added to
properties.
3. SF District Consolidation. Evan DuVall gave an update regarding the proposed changes
from the previous meeting of the zoning map and ordinance and stated the goal of this
item is to make it easier for residents, builders, and designers to understand the
requirements. After general discussion, the ZPC asked Evan DuVall to go through the
entire zoning ordinance and make any necessary scrivener errors, modify some of the
colors of the zoning map, the preliminary report, update some of the tables and bring
back to next months meeting for review.
4. Meeting Minutes. Sam Mazzu made a motion to approve the minutes from September
14, 2023 as amended. Second by Matthew Fisher. AYES: John Cutrer, Bob Powell,
