MEETING MINUTES
September 14,2023
MEMBERS PRESENT: John Cutrer, Bob Powell, Sam Mazzu, Myrenda Takashima
and John Howard
MEMBERS ABSENT: Richard Wilson and Matthew Fisher
STAFF PRESENT: Legal Counsel Tommy Ramsey, Building Official John
McGowan, Administrative Coordinator Josie Hayes and
Zoning Official Joe Newton
GUEST: Alida Drewes and Doug Rephlo
1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:15
p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes
stated notices were posted per state and local laws. John Cutrer asked commission
members and staff to introduce themselves.
2. Public Comments. Alida Drewes stated she was not in favor of sport courts being
allowed due to additional concrete being poured that will cause more flooding issues.
3. Sports Court. Joe Newton briefly discussed the changes from the last meeting. There
was brief discussion regarding if the top of the netting should be defined as being
covered. After deliberations, Bob Powell made a motion that staff prepare a preliminary
report and forward it to City Council. Second by Sam Mazzu. AYES: John Cutrer, Bob
Powell, Sam Mazzu and John Howard. NOES: Myrenda Takashima. ABSTAIN: None.
Motion passed 4-1.
4. SF District Consolidation. Joe Newton gave an update regarding the proposed changes
from the previous meeting of the zoning map and ordinance. Mr. Newton stated the
updated version of the zoning map has not yet been requested. He wanted the ZPC to
review it one last time before it was requested. Joe Newton discussed the proposed
districts changes. After general discussion, Sam Mazzu made a motion to prepare a

preliminary report with any minor changes for approval at the next meeting. Second by
John Howard. AYES: John Cutrer, Bob Powell, Sam Mazzu, Myrenda Takashima and
John Howard. NOES: None. ABSTAIN: None. Motion passed.
5. Meeting Minutes. Bob Powell made a motion to approve the minutes from September 8,
2022, October 13, 2022, November 10, 2022, January 12, 2023, February 9, 2023, March
27, 2023, April 13, 2023, May 11, 2023 and July 13, 2023. Second by Myrenda
Takeshima. AYES: John Cutrer, Bob Powell, Sam Mazzu, Myrenda Takashima and John
Howard. NOES: None. ABSTAIN: None. Motion passed.

Sam Mazzu made a motion to adjourn. Second by Bob Powell. AYES: John Cutrer, Bob
Powell, Sam Mazzu, Myrenda Takashima and John Howard. NOES: None. ABSTAIN:
None. Meeting adjourned at 7:12 p.m.
