SPECIAL MEETING OF ZONING BOARD OF ADJUSTMENT
September 30,.1976
The Zoning Board of Adjustment convened in special session at the City Hall
on Thursday, September 30, 1976, 7:30 p.m., with the following members pre-
sent: Chairman Mike Casey, presiding; members Ayres, .Billings, Johnson and
Wilkins. Alternate members Burge and Doughty were absent.
Mr. Casey called the meeting to order and stated that the purpose of the meet-
ing was to have a public hearing to consider additional evidence to be pre-
sented by Mr. A. T. Barrett, III in support of his application docketed 76-11
for permission to extend and enclose with glass an existing front stoop.

Mr. Casey requested that the Board secretary read the notice of Public Hear-

~ Motion by Mr. Wilkins, seconded by Mr, Ayres, that the Public Hearing was now
open to consider new evidence to be submitted by Mr. A. T. Barrett, III, in
support of his application.

Mr. Casey introduced himself and gave the location of his residence in the city
followed by each member of the Board.
Mr. Barrett introduced his architect, Mr. Bill Burwell, who reviewed the plans
indicating the difficulty that would be encountered with the slope of the exist-
ing staircase regarding clearance in order to make the stairs exit into both
the playroom area and the living room area, Mr. Burwell also pointed out the
impossibility of constructing a landing at the end of the stairs. Mr. Burwell
stated that the existing water closet behind the stairs would preclude reloca-
tion of the stairs. and plans called for only reversing the lower portion of the
stairs,
Mr. Barrett advised the Board that it was his hopes to be able to do the pro-
posed remodeling in order to have a home with which his family could be happy
and that the present traffic pattern would also present afire hazard inasmuch
as there would be only one exit from the kitchen in event of afire in that area.
Mr. Barrett also advised the Board that the intended depth of the porch had not
been clearly defined in the previous hearing and it was now determined such depth
to be five (5') feet. Mr. Barrett further pointed out that having two front
door entries into the house without benefit of a porch with a central front door
would make the house appear as though it was a duplex; would cause confusion when
answering a doorbell; and deteriorate from the general appearance of the house.
Motion by Mr. Ayres, seconded by Mr. Johnson, that the Public Hearing be closed.

Members of the Board again reviewed plans submitted by Mr. Barrett, discussing
the possibility of screening in the porch after it had been enlarged in order
to not be in violation of the exis-ting zoning ordinance; the. possibility of
using louvers on the porch; definition of a porch with regard to being enclosed
with glass as opposed to screen; and the physical conditions related to the ap-
plication due to Mr, Barrett's height and size.
Motion by Mr. Wilkins, seconded by Mr, Johnson that the portion of Mr. Barrett's
application pertaining to enlarging existing front building line to a maximum
depth of five (5') feet and enclosing with glass, be approved.

With no further business to come before the Board at this time, upon motion
duly made, seconded and carried the meeting adjourned at 9:00 p,m.
