MEETING MINUTES
March 27, 2023
MEMBERS PRESENT: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher,
Sam Mazzu, Myrenda Takashima and John Howard
STAFF PRESENT: Building Official Brian Hunt, Administrative Coordinator
Josie Hayes and Zoning Official Evan DuVall
GUEST: David Cole
1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:57
p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes
stated notices were posted per state and local laws. John Cutrer asked commission
members and staff to introduce themselves.
2. Public Comments. There were no public comments.
3. Artificial Turf. John Cutrer stated there were no public comments from the Joint Public
Hearing meeting with the City Council. Sam Mazzu made a motion that the preliminary
report be finalized and submitted to City Council based on the lack of public comments
from the Joint Public Hearing. Second by Matthew Fisher. AYES: John Cutrer, Richard
Wilson, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John
Howard. NOES: None. ABSTAIN: None. Motion passed.
4. Curb Cuts. John Cutrer stated there were no public comments from the Joint Public
Hearing meeting with the City Council. Sam Mazzu made a motion that the preliminary
report be finalized and submitted to City Council based on the lack of public comments
from the Joint Public Hearing. Second by Richard Wilson. AYES: John Cutrer, Richard
Wilson, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John
Howard. NOES: None. ABSTAIN: None. Motion passed.
5. Book Sharing Exchanges. There was general discussion regarding the comments
received from the Joint Public Hearing. Based on the public comments received, ZPC

decided additional changes were needed with respect to the cut sheets/installation
guidelines. There was also general discussion about whether or not the height should be
regulated. After discussion, Richard Wilson made a motion that the final report be made
with the proposed changes discussed. Second by Bob Powell. AYES: John Cutrer, Bob
Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John Howard. NOES:
Richard Wilson. ABSTAIN: None. Motion passed 6-1.
6. 3/7 Exception. John Cutrer stated there were no public comments from the Joint Public
Hearing meeting with the City Council. Matthew Fisher made a motion that the
preliminary report be finalized and submitted to City Council based on the lack of public
comments from the Joint Public Hearing. Second by Sam Mazzu. AYES: John Cutrer,
Richard Wilson, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and
John Howard. NOES: None. ABSTAIN: None. Motion passed.
