HomeMy WebLinkAbout02092023 ZPC Minutes City of West University Place Public Works Department Zoning & Planning Commission MUNICIPAL BUILDING 3800 UNIVERSITY BOULEVARD MEETING MINUTES February 9, 2023 MEMBERS PRESENT: John Cutrer, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John Howard MEMBERS ABSENT: Richard Wilson STAFF PRESENT: Legal Counsel Tommy Ramsey, Building Official Brian Hunt, Administrative Coordinator Josie Hayes and Zoning Official Evan DuVall GUEST: Dick Yehle 1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:15 p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes stated notices were posted per state and local laws. John Cutrer asked commission members and staff to introduce themselves. 2. Public Comments. There were no public comments. 3. Curb Cuts/Corner Lots. Evan DuVall explained the minor drafting changes to the preliminary report from the last meeting. There was general discussion regarding the changes. After discussion, Myrenda Takashima made a motion to approve the preliminary report with minor corrections and forward it to the City Council for approval. Second by Sam Mazzu. AYES: John Cutrer, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John Howard. NOES: None. ABSTAIN: None. Motion passed. 4. Front and Side yard Setback Requirements. Evan DuVall gave an overview of the proposed changes to the preliminary report from the last meeting. There was general discussion regarding the proposed regulations that would be required for free little libraries (a/k/a book sharing exchanges)in order to obtain a permit. Discussed items included the restriction of free little libraries from being placed in the right of way; City- 3826 Amherst St. www.westutx.gov West University Place, TX 77005 713-662-5830 City of West University Place Public Works Department provided Installation Guidelines for public reference; and the definition of"book sharing exchanges" and size requirements. After deliberation, Matthew Fisher made a motion to approve the preliminary report with minor changes. Second by Sam Mazzu. AYES: John Cutrer, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John Howard. NOES: Bob Powell. ABSTAIN: None. Motion passed 5-1. 5. Sports Courts. Evan DuVall briefly reviewed the changes that were discussed at the previous meeting. Some of the items discussed were adding the definition of a"sports court" and "practice enclosure (private)" and setbacks. After deliberation, the ZPC decided to seek additional input from City Council regarding the matter at the City Council/ZPC workshop meeting in February before proceeding further. [Adjournment] Matthew Fisher made a motion to adjourn. Second by John Howard. AYES: John Cutrer, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and John Howard. NOES: None. ABSTAIN: None.
