MEETING MINUTES
January 12,2023
MEMBERS PRESENT: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher,
Sam Mazzu and Myrenda Takashima
MEMBERS ABSENT: John Howard

1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:16
p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes
stated notices were posted per state and local laws. John Cutrer asked commission
members and staff to introduce themselves.
2. Public Comments. Alida Drewes spoke on the subject of Old Stock Housing. She does
not think it should be restricted in any way.
3. 3/7 Exemption. Joe Newton briefly discussed the proposed preliminary report. After a
brief discussion, Sam Mazzu made a motion to approve the preliminary report with minor
corrections and forward it to the City Council for approval. Second by Richard Wilson.
AYES: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher, Sam Mazzu and
Myrenda Takashima. NOES: None. ABSTAIN: None. Motion passed.
4. Old Stock Housing. Joe Newton briefly explained the proposed changes to the
preliminary report from the last meeting. Richard Wilson asked that it just be called
"report" instead of preliminary report since the ZPC is not asking for an ordinance
change. After general discussion, the ZPC had no recommendations to change the
ordinance and tabled this item.

5. SF District Consolidation. Joe Newton gave an overview of the proposed preliminary
report. After brief discussion, Richard Wilson made a motion to approve the preliminary
report with minor changes of the tables being added and bring it back to the next meeting
for approval. Second by Myrenda Takashima. AYES: John Cutrer, Richard Wilson, Bob
Powell, Matthew Fisher, Sam Mazzu and Myrenda Takashima. NOES: None.
ABSTAIN: None. Motion passed.
6. Artificial Turf. Joe Newton explained the minor drafting changes to the preliminary
report from the last meeting. There were no additional changes made. Preliminary report
to be forwarded to City Council for approval.
7. Curb Cuts/Corner Lots. Joe Newton explained the minor drafting changes to the
preliminary report from the last meeting. There was general discussion regarding the
proposed changes. The ZPC asked for the proposed changes to be made to the
preliminary report and be brought back to the next meeting for approval.
8. Front and Side yard Setback Requirements. Joe Newton gave an overview of the
proposed ordinance. There was general discussion over what documents would be
required to obtain a permit, where it should be located and if a fee would be associated
with the permit to install the free little libraries. There was also a brief discussion about a
permit being required; if the city could require the existing free little libraries that are in
the city to obtain a permit. The ZPC asked that staff put together a list of guidelines and
bring it back to the next meeting for review.
9. Sports Courts. Joe Newton briefly reviewed the changes that were discussed at the
previous meeting. Some of the items discussed included, for example,possibly removing
pickleball courts from the definition of sports court so it would have its own special
exception,possible setback requirements, possible requirements for a noise study as part
of obtaining a permit, and whether or not a property owner should need to obtain their
neighbor's permission. The ZPC asked that staff make the changes discussed and bring it
back to the next meeting for review.

Bob Powell made a motion to adjourn. Second by Myranda Takashima. AYES: John
Cutrer, Richard Wilson, Bob Powell, Matthew Fisher, Sam Mazzu and Myrenda
Takashima. NOES: None. ABSTAIN: None. Meeting adjourned at 8:20 p.m.
