MEETING MINUTES
November 10, 2022
MEMBERS PRESENT: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher,
Sam Mazzu, Myrenda Takashima and John Howard
STAFF PRESENT: Legal Counsel Tommy Ramsey, Building Official Brian
Hunt, Administrative Coordinator Josie Hayes and Zoning
Official Joe Newton

1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:15
p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes
stated notices were posted per state and local laws. John Cutrer asked commission
members and staff to introduce themselves.
2. Public Comments. There were no public comments.
3. 3/7 Exemption. Joe Newton briefly discussed the minor changes from the ZPC at the
previous meeting. After a brief discussion, Matthew Fisher made a motion to approve the
preliminary report and forward it to the City Council for approval. Second by Richard
Wilson. AYES: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher, Sam Mazzu,
Myrenda Takashima and John Howard. NOES: None. ABSTAIN: None. Motion
passed.
4. Curb Cuts/Corner Lots. Joe Newton briefly described the additional information that
was requested from the previous meeting. There was general discussion regarding curb
cuts on corner lots being prohibited which connect two intersecting streets. The ZPC
asked that minor changes be made and brought back to the next meeting for review.
5. Old Stock Housing. Joe Newton briefly explained the additional changes of the
preliminary report that the ZPC asked for at the last meeting. After general discussion,
Richard Wilson made a motion to approve the preliminary report and forward it to the

City Council for approval. Second by Matthew Fisher. AYES: John Cutrer, Richard
Wilson, Bob Powell, Matthew Fisher, Sam Mazzu, Myranda Takashima and John
Howard. NOES: None. ABSTAIN: None. Motion passed.
6. Sports Courts. Joe Newton briefly explained the additional information that ZPC asked
for at the previous meeting. There was general discussion and review of other city's
currently enacted ordinances that pertain to sports courts. There was also a brief
discussion regarding possible outdoor lighting requirements and possible limitations on
the hours of operation. The ZPC asked staff to make the proposed changes and bring back
to the next meeting for review.
7. SF District Consolidation. Joe Newton gave an overview of the proposed preliminary
report. After brief discussion, Richard Wilson made a motion to approve the preliminary
report with minor changes and bring it back to the next meeting for approval. Second by
Sam Mazzu. AYES: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher, Sam
Mazzu, Myrenda Takashima and John Howard. NOES: None. ABSTAIN: None.
Motion passed.
8. Artificial Turf. Joe Newton explained the changes from the last meeting. After a brief
discussion, Richard Wilson made a motion to approve the preliminary report with minor
changes and bring it back to the next meeting for approval. Second by Matthew Fisher.
AYES: John Cutrer, Richard Wilson, Bob Powell, Matthew Fisher, Sam Mazzu,
Myrenda Takashima and John Howard. NOES: None. ABSTAIN: None. Motion
passed.
9. Front and Side yard Setback Requirements. There was general discussion regarding
the proposed ordinance regarding free little libraries (a/k/a book sharing exchanges),
including, for example, whether or not a permit should be required or if approval should
be at the discretion of the City's Building Official. Brian Hunt stated there is a Free Little
Library registry online where people can register them but this is not controlled by the
City. There was general discussion regarding a possible ordinance and its scope,
including size limitations, along with location of where permitted exchanges could be
placed. The ZPC requested that staff bring back some proposed criteria for review at the
next meeting.

Richard Wilson, Bob Powell, Matthew Fisher, Sam Mazzu, Myrenda Takashima and
John Howard. NOES: None. ABSTAIN: None. Meeting adjourned at 8:24 p.m.
