HomeMy WebLinkAbout10132022 ZPC Miinutes City of West University Place Public Works Department Zoning & Planning Commission MUNICIPAL BUILDING 3800 UNIVERSITY BOULEVARD MEETING MINUTES October 13,2022 MEMBERS PRESENT: John Cutrer, Richard Wilson, Bob Powell, Myrenda Takashima and Sam Mazzu MEMBERS ABSENT: Matthew Fisher and John Howard STAFF PRESENT: Public Works Director, Gerardo Barrera, Legal Counsel Tommy Ramsey, Building Official Brian Hunt, Administrative Coordinator Josie Hayes and Zoning Official Joe Newton GUEST: Frank Griffin and Doug Rephlo 1. Notices, Rules, Etc. John Cutrer, Presiding Officer, called the meeting to order at 6:15 p.m. John Cutrer asked staff to confirm that appropriate notices were given. Josie Hayes stated notices were posted per state and local laws. John Cutrer asked commission members and staff to introduce themselves. 2. Public Comments. There were no public comments. 3. 3/7 Exemption. Joe Newton briefly discussed the additional information that was requested from the ZPC from the previous meeting. There was general discussion regarding proposed changes. After general discussion, Richard Wilson made a motion for the preliminary report to be taken back to the next meeting for approval. Second by Myrenda Takashima. AYES: John Cutrer, Richard Wilson, Bob Powell, Myrenda Takashima and Sam Mazzu. NOES: None. ABSTAIN: None. Motion passed. 4. Curb Cuts/Corner Lots. Joe Newton briefly described the additional information that was requested from the previous meeting. There was general discussion regarding if the "busy streets" should be modified and if corner lots should be expressly prohibited from constructing a circular driveway which connects two intersecting streets. Old Stock Housing. There was general discussion regarding the proposed preliminary report. Items discussed were the potential feasibility of implementing a tax-relief based incentive program for the preservation of old stock housing. Upon further discussion, the City Attorney determined that the creation of such a program would be outside of the purview of the Zoning and Planning Commission. After discussion of the proposed preliminary report, the ZPC asked that the report be brought to the next meeting with the proposed changes. 6. Sports Courts. Joe Newton briefly explained the additional information that ZPC asked for at the previous meeting. There was general discussion regarding the amount of noise generated from pickle pall courts and if the ZPC should require some type of fencing to be installed, including discussing the possible height of the fence and whether it should be opaque or not. After general discussion, the ZPC asked that this item be brought to the meeting with the modified changes for review. 7. SF District Consolidation. Joe Newton gave a brief overview of the additional information that ZPC requested from the previous meeting and the changes to the zoning map. There was general discussion regarding the changes. After a brief discussion, Sam Mazzu made a motion to draft the preliminary report for review at the next meeting for approval. Second by Richard Wilson. AYES: John Cutrer, Richard Wilson, Bob Powell, Sam Mazzu and Myrenda Takashima. NOES: None. ABSTAIN: None. Motion passed. 8. Artificial Turf. Joe Newton explained the changes from the last meeting. After a brief discussion, Richard Wilson made a motion to draft the preliminary report for review at the next meeting for approval. Second by Sam Mazzu. AYES: John Cutrer, Richard Wilson, Bob Powell, Sam Mazzu and Myrenda Takashima. NOES: None. ABSTAIN: None. Motion passed. 9. Front and Side yard Setback Requirements. There was general discussion regarding free little libraries and if requirements should be set for these. Gerardo Barrara stated these are not currently allowed in the zoning ordinance. If no action is taken, then enforcement would have to be taken and they would be required to be removed. There was general discussion about what other items are currently in the front yard that are not covered under the current ordinance.
