REGULAR (ORGANIZATIONAL) MEETING
ZONING BOARD OF ADJUSTMENT
MAY 16, 1979
The Zoning Board of Adjustment of the City of West University. Place convened in
regular session at the City Hall on Wednesday, May l6, 1979.,.7:30 p.m., with the
following members present: Vice-Chairman Billings, presiding; Members Commander,
Doughty, Fougerat, McCandless and alternate members Cummings and Rieger.
It was ascertained from the secretary that notice of meeting had been posted on
May 11, 1979.
The first item on the agenda was the election of a Chairman and Vice-Chairman.
Mr. Doughty was nominated by Mr. Commander to serve as Chairman of the Zoning
Board of Adjustment.

Mr. Doughty presided over the meeting from this point.

Mr. Commander nominated Mr. Billings to serve as Vice-Chairman and Mrs. Rieger
nominated Mr. McCandless to serve as Vice-Chairman of the Zoning Board of Adjust-.,
ment.

In accordance with the provisions of Article I, Section 1 of the Rules of Proce-
dure of the Zoning Board of Adjustment of the City of West University Place, the
Board discussed the date to designate as a regular meeting date, and it was deter-
mined that 7:30 p.m. on the third Wednesday of each month would continue to be the
regular meeting date.
Mr. Doughty led a review of the Rules of Procedure and the following actions were
taken:
Motion by Mr. Billings, seconded by Mr. Commander, that Article II, Section 3, be
amended to read: "The Board may reject any application not made on the prescribed
form and properly filled out with all required data attached."

Motion by Mr. Billings, seconded by Mr. Commander, that Article III, Section 2
be amended to change the 20 day requirement for the acceptance of applications
and scheduling of public hearings to 25 days.

Motion by Mr. Billings, seconded by Mr. Cummings, that Article VIII, Section 1,
be amended to read: "The-.Board shall elect a chairman and vice-chairman annually."

Members of the Board discussed the duties and responsibilities of the Zoning
Board of Adjustment with past members citing types of applications that come
before the Board for the purpose of informing new members of the various func-
tions of the Board.
Minutes of the regular meeting of the Zoning Board of Adjustment on March 21,
1979 were approved as corrected.
With no further business to come before the Board, upon.. motion duly made, se-
conded and carried, the meeting adjourned at 8:45 p.m.
