HomeMy WebLinkAbout11161983 ZBA Minutes151 ~~ C REGULAR MEETING ZONING BOARD OF ADJtJSZM~ENT NOVEMBER 16, 1983 * * * * * * * * * * * * * * The Zoning Board of Adjustment of. the City of West University Place convened i.n regular session at the City Hall on Wednesday, November 16, 1983, with the followimg members present: Chairi~erson Billings, presiding members, Fougerat, Fromen, Petronella and Building Inspector, Wayne Perry. was also present.. Chairperson Billings ascertained from the secretary that Notice of Meeting had been posted in the City Hall on November 11, 1983; Notice of_ Public Hearing was published in The Houston Chronicle on October 31, 1983; Notice to Interested Property Owners were mailed on October 27, 1983. Public Hearing was called to order to consider application #83-8 from Mr. & Mrs. Craig Howard to build a recreation area that would extend into the rear twenty (20) feet yard to exceed forty (40%) coverage on: Lot 26 Block 4 Rice Court Addition 2804 Georgetown was opened. Mr. Craig Howard stated that he would like to demolish the existing utility room that is to the rear of. a detached garage and rebuild in the same area a recreation roam and attach to the main structure. The utility room at present is in a state of disrepair. The sanitary sewer backs up into the walls of the. utility roam. Upon discussion and cnzestioning Mr. Howard stated that his means of correcting the problem would be to repair the sewer line before building new structure. If the variance is not granted, Mr. Howards' alternative plans would be to use the closet on the first floor to construct a stairway into the attic area which would be large-enough to accontriodate a small room. His greatest need to build the recreation room would. be .for his sons to have an area to play in. The following correspondence was read into the minutes: Nove*~ber 16, 1983 Albert E. November 14, 1983 To Whom It May Concern: The undersigned hereby designates Henry Flake of 2810 Georgetown St., Houston, Texas, as representative in all matters concerning the meeting listed on the reverse side. Mr. Neal B. Robins 2801 Georgetown Building Inspector, Wayne Perry stated the reason the permit was denied is because the recreation room as proposed would extend the main structure into the rear twenty (20) feet setback. And by attaching the recreation room to the main building would increase the coverage. Mr. Perry stated that acces- sory buildings may not exceed the forty (40) percent coverage of the rear twenty (20) feet of lot. Mr. Henry Flake approached the Board and stated that he was representing several neighbors that were not able to attend the meeting. Mr. Robertson at 5919 Wakeforest, Mr. Donohue at 5933 Wakeforest and Mrs. Alice Kalb at 2807 Lafayette were all against breaking any zoning restrictions in the City of West University Place. Chairperson Billings entertained a motion to close the Public Hearing. Voting Aye: Billings Voting No None Fougerat Fromen Petronella The meeting recessed for five minutes. Chairperson Billings called the meeting back to order to consider application 483-8 from Mr. & Mrs. Craig Howard. Board .members reviewed the application with particular discussion concerning the fact that no hardship existed and that there is another alternative plan which would not add to existing violation. Motion by Mr. Fromen, seconded by Mrs. Fougerat that application.~~83-8 from Mr. & Mrs. Craig Howard to build a recreation area that would extend into the rear twenty (20) feet yard to exceed forty (40) percent coverage on: Lot 26 Block 4 Rice Court Addition 2804 Georgetown ~~ II ~' 153 C be denied, inasmuch as literal enforcement of the Ordinance would not cause unnecessary hardship. Voting Aye: Billings Fougerat Fromen Petronella Voting No: None Minutes of the regular meeting of the Zoning Board of Adjustment dated August 24, 1983 were approved as submitted.
