SPECIAL MEETING
ZONING BOARD OF ADJUSTMENT
APRIL 22, 1981
The Zoning Board of Adjustment of the City of West University Place convened in
special session at the City Hall, April 22, 198.1,. 7:30 p.m., with the following
members present: Vice-Chairman Billings, presiding; Members Fromen, Loftice and
McCandless. Alternate Members Frahm and Kendrick. Building Inspector Perry was
also present. Mr. Kendrick served as member in absence of Fougerat.
Mr. Billings, as vice-chairman of outgoing Board, chaired the meeting and explained
the first order of business was to set a meeting date. All were in agreement to
continue the regularly scheduled meetings on the third Wednesday of each month,
Rules of Procedure of the Zoning Board of Adjustment adopted 7-18-79 were pre-
sented to the Board fo review.. Several items, i.e., notice of publication,
notification of citizens, and Section 3 of Article VI concerning notice provi-
sions on appeals were discussed.
~ The following action was taken in the election of new officers for the new Board:
Nomination by Mr. Kendrick of Mr. Loftice for Chairman.
Nomination of Mr. McCandless of Mr. Billings for Chairman,
Mr. Kendrick spoke to his nomination stating that he felt Mr. Loftice was an active
citizen in the affairs of the city, now serving on the Charter Commission and that
he was aware of the problems, ambiguities and familiar with its operation.
Mr. McCandless spoke to his nomination stating that he felt the continuity of a
member having already served on the Board was very important to lead the new Board
and members in familiarization of the process.
The following vote was records:
Mr. Loftice for Chairman: Kendrick, Billings
Mr. Billings for Chairman:. Fromen,. Loftice, r~cCandless.
Mr. McCandless nominated Mrs. Fougerat for vice-chairman and there being no other
nomination Ms. Fougerat was elected by acclamation.
~4embers continued the discussion of the Rules of Procedure.
Motion by Mr. Loftice, seconded by Mr. Kendrick, that the Rules of Procedure of
the Zoning Board of Adjustment was submitted, adopted 7-17-79, be adopted as
Temporary Rules of Procedure until such time as permanent Rules of Procedure shall
be adopted.

With no further business. to come before the Board, upon motion duly made, seconded
and carried, the meeting adjourned at 9:30 p.m.
