THURSDAY, APRIL 4,1996 The Building and Standards Commission convened in the Municipal Building, 3800 University Blvd., in the City of West University Place, on Apri14,1996, for a Regular Session with following members present: Chairman Craig DuCote, Craig Hughes, John McIntyre, Evelyn Dravis, James McDaniel. Absent were Chairman Roy Harper, Drew McManigle, James Todd and James Collier. Present from the City were Dennis Holm, Sr., Chief Building Official and Fire Chief Terry Stevenson. ELECTION OF VICE-CHAIRMAN: James McDaniel made a motion to elect Craig Hughes as Vice-Chairman with Evelyn Dravis seconding the motion. All in favor: DuCote, McIntyre, Dravis, McDaniel Against: None • Motion carried. PUBLIC HEARING OF DOCKET N0.96-O1. CONCERNING PROPERTY LOCATED AT 4126 LEHIGH. LOT 15, BLOCK 20, COLLEGE COURT ADDITION: Gladys Weeks, property owner of 4126 Lehigh and her daughter Ann Weeks were present to explain their request. Chairman Craig DuCote stated at the last Building and Standards Meeting on March 7, 1996 the Board had requested the City provide to the Building and Standards Commission a chronological history of the house at 4126 Lehigh and the City has now done so. (a copy is included with these minutes). The applicant is asking to continue the work on the property based on the expired 1992 building permit. This is a continuation of the March 7, 1996 meeting. Chairman asked Craig Hughes to give a update on what had happened at the previous meeting. Craig Hughes explained at the last meeting the Commission had asked to hear from the Fire Department as to the history of the property and what did not meet City Inspection requirements. Chairman DuCote stated four years ago the City had wanted the structure to be torn down • completely. He recalled the structure was originally considered a health hazard. Chief Stevenson said when the previous Building Official Wayne Perry resigned from the City the job of dealing with hazardous buildings and high weeds and grass was turned over to the Fire Department. This is when the property first came to the attention of the Fire Department. He explained first it was just a maintenance problem. When Ed Beasley became the Building Official the City requested permission to enter the building and at that point it was determined there was severe structural damage from water and termites. The question came up at that time, is the structure repairable or should it be torn down? It was brought to the Building Standards Commission at that point and Mrs. Weeks contractor provided a proposal to repair the building. Ed Beasley took it under advisement and gave the owners some criteria to bring the house up to code. Permits were then issued. Craig DuCote stated he remembered Ed Beasley asked some of the sheetrock be removed so that some of the damaged to the structural members could be identified. Terry Stevenson stated that was correct. At that time Ed Beasley provided a list of requirements the Contractor needed to meet in order to satisfy him. Chief Stevenson stated once the permits were issued his authority ended, since his authority was only to identify and dilapidated or unhealthy buildings. The responsibility fell onto Building Inspection to make certain proper inspections were done. Craig Hughes said he had went by the house at Lehigh and looked around and it appeared to him the applicants had made a good honest effort to renovate the house. • Dennis Holm stated many of the inspections which should have been done were not such as the drywall inspection, shower pan inspections. Mr. Holm said he was not the Building Official in 1992, but he would now be responsible for signing off on the inspections. Jim McDaniel stated action needed to be taken. If the structure was determined to be hazardous then it should be torn down or if it is not then new permits should be issued so the work can be completed. Chief Terry Stevenson stated this was taken before the Board before and permission was granted to repair the house and a good faith effort was made by the applicants to comply. He felt he could not tell them at this point the house had to be torn down. Dennis Holm stated an inspection of the house needed to be made to go over the house and he would like one of Mrs. Weeks family members to be there. Jim McDaniel asked why this needed to come back to the Building and Standards Commission. Terry Stevenson stated because an order was issued by the Building and Standards Commission and it had not been complied with. Chief Stevenson stated a time limitation needed to be complied with. • DISCUSSION OF PARABOLIC AND SATELLITE DISHES: • Jim McDaniel made a motion to the City prepare an ordinance regarding the 18" satellite dishes and bring it to the Commission for discussion. This motion was seconded by John McIntyre. All in favor: DuCote, McIntyre, Dravis, Hughes, McDaniel Against: None Motion Carried. Dennis Holm said he would contact the City Attorney and have him prepare and amendment and then bring it to the Commission for their approval. Mr. Holm stated basically the satellite would have to hidden and not placed in the front setback. Evelyn Dravis asked why the dishes must be hidden if television antenneas are not required to be. Dennis Holm stated it is a setback requirement and you would not want to infringe on zoning requirements. APPROVAL OF MINUTES: • Craig Hughes made a motion to approve the minutes with one minor change with Jim McDaniel seconding the motion. All in favor: DuCote, Hughes, McIntyre, Dravis and McDaniel Against: None Motion carried. ADJOURNMENT: Jim McDaniel made a motion to adjourn the meeting with Evelyn Dravis seconding the motion.
