' MINUTES The Building and Standards Commission convened in the Municipal Building, 3800 University BNd. 1n the City of West University Place on September 5, 1998 for a special sessidn with the following members pr®sent: Chairman Craig DuCote, lriee Chaim~en Craig'Hughes, Evelyn Drevis, James Todd, John McIntyre, James McDaniel. Absen! were .lames Collier, Drew McManigie and Roy Harper. Present from the City were Chief Building Official oennls Holm and Building Secretary Susan Thom, Aiso present was City Attorney Jim Dougherty. F{ ,oFt NO F RESIDENTS; No orie was present to speak on shy matter other than agenda items. • CrsigiDuCote explained "7his meeting was called to discuss the new proposed pareboi'rc dish grdinance and the City Attorney Jhn Dougherty is present to update the comml'asion members on changes since the fast Bulldtng end Standards Commission Meeting held August 7,1996." Jim Dougherty updated the Commission vn the new FCC order and provided to the Board Mem~+ers a copy of the proposed Cfty ordinance. He stated "I r~eceNed a copy of the latest FCC order. It is approximately sixty pages in length and t and Mr. Molm both reviewed the older and made revisions es applicable to the present ordinance.u Mr. Dougherty further explained "The FCC has preempted In the most part any local ordlnanoes. The FCC Fnentiona the BACA Antenna rogulsttons as an approved code, therefore Mr. Holm provitled a copy of the BOCA regulations and these were tnciuded as part of the City Ordlr~ance." Mr. dougherty also explained "The regulations allow the Buliding 4ffrcial to only include those regulations which are: necessary to accomplish a clearly defined safety objective. Therefore th® Building Official would have to provide a (1st of safety objectives for anyone wishing to install a small antenna." Atterla brief discus:inn James Moganisl made a motion to subrnrt the proposed parabolic dish brdtnance to City Council for approval. This motion was seconded by James Todd. APPROVAL Op M(Nt~T.E}S: Craig Nughes made a motion to approve the minutes from the August 7, 1996 meeting. This ~notian was seconded by John Mclntyrs. Voting Aye: Hughes. DuCote, McIntyre, Dravis, McDaniel, and Todd. The motion carried. ADJ~l1RNMENY_ James McDaniel made a motion to adJourn the meeting. This motion was seconded by John; McIntyre.
