HomeMy WebLinkAbout03111991 BSC Minutes~ • BUILDING AND STANDARDS COMMISSION MONDAY, MARCH 11, 1991 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The Building and Standards Commission convened in the Municipal Building, 3800 University Boulevard, in the City of West University Place, on March 11, 1991, with following members present: Philip Lewis, John Farrell, Sharon Mathews, Carolyn Hodgins, and Barnett Gershen, also present was Wayne Perry, Chief Building Official, and Elizabeth Bethune, Secretary, with the City of West University Place. CONSIDERATION OF PROPERTY LOCATED AT 3809 SUNSET: Philip Lewis explained that the City has filed a complaint against the property owner at 3809 Sunset. The owner of the property is Clarence H. Hotalen Jr. The property has a garage structure which is in disrepair. Mr. Lewis asked Mr. Perry if any permits have been issued for this property. Mr. Perry said that Mr. Hotalen has been issued remodel permits on two different occasions. Both permits expired before any work was completed. • Leslie Ribnik, Clarence Hotalen's attorney, was present to represent Mr. Hotalen. Mr. Ribnik explained that Mr. Hotalen is planning on buying another house and intends to tear down or rebuild the garage structure before he moves. Mr. Ribnik relayed that Mr. Hotalen said he could finish the garage within 90 days. Carolyn Hodgins asked Mr. Perry what brought this property out into the open. Mr. Perry said the City has been working with Mr. Hotalen on cleaning up his property since 1987, and it has been a long slow process. Mr. Hotalen has been doing some repair on the garage off and on, and he lacks 1 or 2 pieces of siding on the garage. John Farrell made motion seconded by Barnett Gershen to require that the job be completed by the regularly scheduled meeting in May and that Mr. Hotalen be present at the meeting scheduled for April 8 to report his progress. Voting Aye: Philip Lewis, John Farrell, Carolyn Hodgins, and Barnett Gershen Voting No: Sharon Mathews CONSIDERATION OF PROPERTY LOCATED AT 2907 QUENBY: Mr. Whittington the owner of the property located at 2907 Quenby • was present. Mr. Lewis asked Mr. Whittington if he received the letter written by Brent Sherrod, Director of Engineering and Construction dated February 21, 1991 regarding the • meeting scheduled February 11, 1991. Mr. Whittington said he did not receive this letter through the mail. Mr. Perry said the letter was sent by certified mail but the receipt was never returned. A letter was hand delivered to Mr. Whittington March 8, 1991. Mr. Whittington said he was having problems getting a termite inspection certificate, because his exterminator is finding termites in several areas of the house structure. Carolyn Hodgins asked Mr. Perry when he was last by the property. Mr. Perry said he was by the property March 8, 1991 and he spoke with Mr. Whittington, but he did not see if there was any progress made in the back yard. John Farrell asked if the debris in the garage area has been hauled away. Mr. Whittington said the garage area is clean. Mr. Lewis made motion seconded by Sharon Mathews to require Mr. Whittington to bring a termite inspection certificate to the inspection office by Friday, March 15, 1991. If the termite inspection is not presented there will be a special meeting called for Monday, March 18, 1991 to consider what form of action will be taken. • Voting Aye: Philip Lewis, John Farrell, Sharon Mathews, Carolyn Hodgins, and Barnett Gershen Voting No: None CON5IDERATION OF PROPERTY LOCATED AT 3112 AMHERST: Mr. Perry said he went by 3112 Amherst, Friday March 8, and there was a lot of work to be completed. Mr. Perry went by 3112 Amherst again on Monday, March 11, 1991 and all major work to be completed was finished. Based on Mr. Perry's report, John Farrell made motion seconded by Barnett Gershen to remove 3112 Amherst from the Building and Standards Commission agenda. Voting Aye: Philip Lewis, John Farrell, 5haron Mathews, Carolyn Hodgins, and Barnett Gershen Voting No: None CONSIDERATION OF PROPERTY LOCATED AT 3834 SOUTHWESTERN: Terry Stevenson, the Fire Chief for the City of West University Place explained the problems concerning 3834 Southwestern. Chief Stevenson said the house has been • vacant approximately 6 years, and he is worried that the structure is unsafe. The owner of the property has been served notice. • Chief Stevenson said he is coming before the board to get advise on what action to take. He said he wants the health inspector to do an inspection but the homeowner will not allow it. John Farrell said the Building and Standards Commission can require the homeowner to allow a health inspection. This inspections will then show if there is a health hazard. John Farrell made motion seconded by Carolyn Hodgins for a letter to be written by Chief Stevenson or Mr. Perry to the homeowner informing him that the property has been brought to the Boards attention. The letter should also say that the Building and Standards Commission directs that he allow the property to be inspected on the inside by the health inspector and he must produce a certificate stating that the property is free of rodents.
