• BUILDING AND STANDARDS COMMISSION
MONDAY, APRIL 8, 1991
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
6:30 P.M.
The Building and Standards Commission convened in the
Municipal Building, 3800 University Boulevard, in the City
of West University Place, on April 8, 1991, with the
following members present: Philip Lewis, Sharon Mathews,
Nick Aschliman, Carolyn Hodgins, Dale Reid, and Drew
McManigle, also present was Wayne Perry, Chief Building
Official, and Elizabeth Bethune, Secretary, with the City of
West University Place.
CONSIDERATION OF PROPERTY LOCATED AT 4120 SOUTHWESTERN: Mai
and Shan Yang the owners of the property located at 4120
Southwestern were present. Mr. Yang explained that there is
a garage and storage shack on the property in question and
he wishes to tear down these structures and rebuild a one
story garage. The city ordinance requires a structure over
300 sq. feet to have a pier and beam foundation. Because
they do not wish to build a second story, Mr. & Mrs. Yang
would like to save quite a bit of money and build the garage
• without the pier and beam foundation.
Mr. Perry confirmed that the Building Code requires a pier
and beam foundation for a structure over 300 sq. feet. Mr.
Perry said there might be a problem if a future resident of
4120 Southwestern decides they want to build a 2nd story to
the garage and the foundation is not built on pier and
beams.
After a brief discussion, Nick Aschliman made motion
seconded by Dale Reid to allow the garage to built on a slab
foundation without piers and beams, that is sealed and
approved by a registered engineer. This should also be
registered with the county courthouse and a receipt should
be brought to Mr. Perry for the city's records.

Carolyn Hodgins, Dale Reid, and Drew McManigle

CONSIDERATION OF PROPERTY LOCATED AT 3834 SOUTHWESTERN:
Joseph Homer the owner of the property located at 3834
Southwestern was not present. Chief Stevenson was present
and stated that he sent a registered letter dated March 15,
to Mr. Homer, asking him to provide documentation that his
• property is free of rodents and termites. In the letter
Chief Stevenson asked Mr. Homer to allow the health
• inspector to inspect his home for any health hazards. Chief
Stevenson said that Mr. Homer asked for a May 5th extension
to clean up the inside. Mr. Homer indicated an
unwillingness to appear before the Building and Standards
Commission.
Bill and Marlene Champions, the owners of the property
located at 3832 Southwestern said they have seen rodents on
the property located at 3834 Southwestern.

The Building and 5tandards Commission asked Chief Stevenson
to write Mr. Homer a letter asking him to attend the next
regularly scheduled meeting and to bring with him an
inspection certificate saying that he is free of termites
and rodents, and a health inspection certificate or the
Building and Standards Commission will begin assessing daily
fines.
CONSIDERATION OF PROPERTY LOCATED AT 3809 SUNSET: Clarence
H. Hotalen the owner of the property located at 3809 Sunset
was present. Mr. Hotalen presented a progress report
showing that a good portion of the work to be done requested
by the Building and Standards Commission has been completed.
The Building and Standards Commission asked that the work be
completed by the next regularly scheduled meeting.
CONSIDERATION OF PROPERTY LOCATED AT 2907 QUENBY: Mr.
Richard Whittington the owner of the property located at
2907 Quenby was present. Mr. Whittington did not bring an
extermination certificate as requested by the Building and
Standards Commission.
Mr. Perry spoke with Mr. Nettles with Nettles Extermination
who said the house will need to be covered with a tent and
exterminated to be free of termites. Mr. Nettles said that
treatment to the ground only would not rid the property of
termites.
The Building and Standards Commission informed Mr.
Whittington that they have met the legal requirements to
begin assessing fines.
The Building and Standards Commission told Mr. Whittington
that he has until April 16th to deliver a extermination
certificate to Mr. Perry or the Building and Standards
Commission will begin assessing a daily fine.
APPROVAL OF MINUTES: Sharon Mathews made motion seconded by
Carolyn Hodgins to approve the minutes

• The Building and 5tandards Commission voted to change their
regularly scheduled meeting night from the 2nd Monday to the
lst Thursday of each month.
Adjournment: Nick Aschliman made motion seconded by Dale
Reid to adjourn the meeting.
Voting Aye: Philip Lewis, Sharon Mathews, Nick Aschliman,
Carolyn Hodgins, Dale Reid, and Drew McManigle
Voting No: None
The meeting adjourned at 7:20 P.M.
