• BUILDING AND STANDARDS COMMISSION
MONDAY JULY 1, 1991
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
6:30 P.M.
The Building and Standards Commission convened in the
Municipal Building, 3800 University Boulevard, in the City
of West University Place, on July 1, 1991, with the
following members present: Philip Lewis, Barnett Gershen,
Nick Aschliman, Carolyn Hodgins, Dale Reid, and Margaret
Williamson.
CONSIDERATION OF PROPERTY LOCATED AT 3117 DUKE: Terry
Stevenson the Fire Chief for the City of West University
Place explained that the City has filed a complaint on Mr.
Bill Mulgausen the owner of the property located at 3117
Duke. The garage on the property is dilapidated and there
are holes in the roof which are visible from the street.
Mr. Mulgausen said he uses the garage for storage and he
• doesn't have any money to repair the garage.
Mr. Perry said there have been several complaints from
neighbors and the garage has been in bad condition for
several years.
After a brief discussion the Commission asked Chief
Stevenson to look at the structural condition of the garage
and the Commission will discuss different alternatives at
the next meeting scheduled for August 1, 1991.
CONSIDERATION OF PROPERTY LOCATED AT 4138 MILTON: Bill Witt,
the owner of the property located'at 4138 Milton was
present. Mr. Witt explained that there is a palm tree in
the front easement. The palm tree is in the area where a
new driveway is to be constructed.
Mr. Witt said there is also an oak tree on his property in
the front yard.
After a brief discussion motion was made by Carolyn Hodgins
seconded by Barnett Gershen to allow Mr. Witt to remove the
palm tree without having to replace it because there is an
oak tree on the property.
Voting Aye: Philip Lewis, Nick Aschliman, Barnett Gershen,

CONSIDERATION OF PROPERTY LOCATED AT 2620 FENWOOD: Albert
Kilso the owner of the property located at 2620 Fenwood and
Roy Harper, Architect, were present. Mr. Harper explained
that the house on the property located at 2620 Fenwood is a
one story house which was built without a pier foundation.
He has designed a foundation similar to the one existing for
an addition which is to be built on the property. Because
of the size of the addition, a pier and beam foundation is
required. He believes the difference in the foundations
would eventually cause problems.
Mr. Perry said a foundation with piers under the proposed
addition would probably cause problems in the future.
After a brief discussion Nick Aschliman made motion
seconded by Barnett Gershen to allow the foundation of the
addition to be built without piers.
Voting Aye: Philip Lewis, Nick Aschliman, Barnett Gershen,
Carolyn Hodgins, and Dale Reid.
Voting No: None
The Commission was requested to give a determination on what
basis to use in determining the ground level from which to
~ measure fence heights. After a lengthy discussion it was
determined that the inspector should use his judgement in
determining what the natural ground level is to measure
fence heights.
APPROVAL OF MINUTES: Dale Reid made motion seconded by
Barnett Gershen to approve the minutes from June 6, 1991.
Voting Aye: Philip Lewis, Nick Aschliman, Barnett Gershen,
Carolyn Hodgins, and Dale Reid.
Voting No: None
ADJOURNMENT: Motion was made by Nick Aschliman, seconded by
Barnett Gershen to adjourn.
