• BUILDING AND STANDARDS COMMISSION
THURSDAY AUGUST 1, 1991
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
6:30 P.M.
The Building and Standards Commission convened in the
Municipal Building, 3800 University Boulevard, in the City
of West University Place, on August 1, 1991, with following
members present: Philip Lewis, Sharon Mathews, Carolyn
Hodgins, Dale Reid, and Drew McManigle. Cecil Boles,
Inspector, and Elizabeth Bethune, Secretary were present
from the City.
CONSIDERATION OF PROPERTY LOCATED AT 3617 RICE: Diane Perry
with Lovett Custom Homes the owner of the property located
at 3617 Rice was present. Gary Martin the owner of the
property located at 3615 Rice was also present.
Ms. Perry explained that an 8' fence has been erected on the
property in question. Because of construction, 3615 Rice is
• a very uneven lot and the fence appears to be taller than
8', the maximum height allowed by the City. Ms. Perry said
that after the lot is properly graded, the fence will be 8'
high.
After a brief discussion Drew McManigle made motion seconded
by Dale Reid to interpret the fence as 8'feet.
Voting Aye: Philip Lewis, Sharon Mathews,
Dale Reid, and Drew McManigle
Voting No: Carolyn Hodgins
CONSIDERATION OF PROPERTY LOCATED AT 3117 DUKE: The owner
of the property located at 3117 Duke, Mr. Mulgausen, was not
present. Chief Stevenson, Fire Chief for the City was
present.
Chief Stevenson explained that after inspecting the garage
at 3117 Duke it was determined that the structure needs to
be repaired.
After a brief discussion Phil Lewis asked that a letter be
written to Mr. Mulgausen the owner of the property located
at 3117 Duke. The letter should state that repairs to the
roof only are not acceptable because of the structure. The
• garage will need to be structurally repaired and reroofed.
The permit for this construction must be pulled by the
homeowner or a registered contractor, depending on who is
doing the repairs, within 45 days or the homeowner must come
• before the commission to give an explanation.

APPROVAL OF MINUTES: Dale Reid made motion seconded by
Carolyn Hodgins to approve the minutes from August 1, 1991.
Voting Aye: Philip Lewis, Sharon Mathews, Carolyn Hodgins,
Dale Reid, and Drew McManigle
Voting No: None
ADJOURNMENT: Motion was made by Drew McManigle seconded by
Carolyn Hodgins to adjourn.
