The Building and Standards Commission convened in the Municipal Building, 3800 University Boulevard, in the City of West University Place, on October 3, 1991, for a Regular Session with the following members present: Nicholas Aschliman, Carolyn Hodgins, Susan Freeman, Craig DuCote, Dale Reid and Jean Howse. Ed Beasley, Building Official, and Susan Thorn, Building Secretary were present from the City. HEARING OF RESIDENTS No residents were present. APPROVAL OF MINUTES Craig DuCote made a motion to approve the minutes from September 5, 1991 after corrections pertaining to inventory of dangerous buildings are included. This motion was seconded by Dale Reid. ~ Voting Aye: Nicholas Aschliman, Carolyn Hodgins, Susan Freeman Craig DuCote, Dale Reid Voting No: None INVENTORY OF DANGEROUS BUILDINGS Chief Stevenson from the fire department provided a report inventorying unsafe structures and he explained that he would be updating inventory of unsafe structures in the City of West University Place. Funds will be available, if necessary, for the demolition of dangerous or unsafe buildings. CONSIDERATION OF PROPERTY LOCATED AT 6727 WESLAYAN: There were no representatives for Weslayan/6700 Ltd. Owner of the property were present. Ed Beasley explained that the owners want to leave an adjoining roof-line between the structures that have been built. There are no records of any permits ever having been issued for the construction of the common roofline. This building is in the Fire District and Section 303 of the Building Code prohibits alterations • which would increase the fire hazard. • The building does not meet current code and it is a potential fire hazard. After a brief discussion motion was made by Dale Reid to deny the variance maintaining the abutting roofline between the two buildings because it would mean a variance with the Fire District Code. This motion was seconded by Craig Du Cote. Voting Aye: Nicholas Aschliman, Carolyn Hodgins, Susan Freeman, Craig DuCote, Dale Reid. Voting No: None CONSIDERATION OF PROPERTY LOCATED AT 3117 DUKE Chief Stevenson explained that a certified letter had been sent notifying Mr. Mulgausen, property owner of what corrections need to be made regarding roof repairs at this property. He was notified September 24, 1991 that he has thirty (30) days - until October 24, 1991 to make corrections. A title search is being done on his property. A lien will be placed on the property if no action has been taken. ~ Action will be taken by the Building and Standards Commission at the November 7 meeting. A copy of the letter sent to Mr. Mulgausen is attached to these minutes. Carolyn Hodgins made a suggestion recommending a fence ordinance defining the height of a fence. She referred to the August 1, 1991 minutes where the fence height issued was addressed. Ed Beasley, Building Official made a suggestion that the fence be measured from the outside of fence on the adjoining property. ~ ~ Motion was made by Dale Reid to adjourn the meeting, seconded by Nicholas Aschliman. J~ ~ Chairman Attes . - - - -- ~----- - Secretary _ s • City of West University Place, Texas September 24, i991 Mr. Mulhausen 3117 Duke Houston, Texas 77005 Dear Mr. Mulhausen, You have been notified by the Building and Standards Commission that the garage at 3117 Duke does not comply with City of West University Place Ordinance #1337, Article b for the following reasons: sec.-112 (2) There is exclusive of the foundation, thirty-three (3:~) per cent or more damage or deterioration of the supporting members, or fifty (50) per cent or more damage or deterioration of the nonsupporting enclosing or outside walls or coverings. ~ (5) there is dilapidation or decay....... (b) there are parts which are so attached that they may fall or collapse. The Buildings and Standards Commission has declared this structure a public nuisance and orders that the structure be repaired or demolished. If you decide to repair the structure, a permit must be issued and the work approved and inspected by the Building Department. Failure to comply with this order within thirty (30) days of receipt will result in the city having the structure demolished and a lien filed on the property in the amount expended for the work.
