The Building and Standards Commission convened in the Municipal Building, 3800 University Boulevard, in the City of West University Place, on February 6, 1992, for a Regular Session with the following members present: Nicholas Aschliman, Dale Reid, Margaret Wallace, Susan Freeman and Jeann Howse. Ed Beasley, Building Official and Susan Thorn, Building Secretary were present from the City. HEARING OF RESIDENTS: None present DISCUSSION OF PROPOSED CHANGES TO SIDEWALK AND DRIVEWAY ORDINANCE: Ed Beasley presented some suggested changes to the Sidewalk & Driveway ordinance and further explained that Chapter 19 was • last revised in 1965. Mr. Beasley explained Chapter 6 should dictate the ordinance as it was last revised in 1987. He explained that the ordinance states that sidewalk width is up to Building Inspector and that he felt it should appear in the Sidewalk Ordinance stating that width should be four feet. Mr. Beasley felt that Chapter 19 (Sidewalk and Driveway Ordinance) should tie back into Chapter 6 (Building Code). Dale Reid explained that in Chapter Six it states that anytime "major remodeling or major development" or construction of a new house that sidewalks are required. The recommended changes would state that no sidewalks would be required if there is no curb and gutter along the street and no sidewalks now exist in the block or if there are no sidewalks along the same side of the street in the same block as the new construction. New sidewalks shall be provided along all streets abutting the building site where sidewalks now exist or where new sidewalks exist in the same block on the same side of the street. It was also suggested by Mr. Beasley that the City not allow sidewalks to be demolished at the same time the house is demolished and have them remain until the time that new ones will be added. There are cases where the house and garage are demolished and the sidewalks and driveway are taken out at that time and it may be a . long period of time before the new house is constructed and new sidewalks are installed. ~ - ,. , It was suggested that at sometime the City might install sidewalks in areas in the City where none exist at this time. Susan Freeman disagreed because it would be adding even more areas of concrete and less green space. Ms. Freeman suggested that a task force might be established to look into the issue. Mr. Ashliman agreed that Chapter 6 needs to be tied in Chapter 19 as far as specifications and requirements. Mr Beasley explained that the City has discretion to require homeowners to put in sidewalks were none exist. The suggestions will be given to the City Manager to take before City Council. SCHEDULING OF WORKSHOP CONCERNING FOUNDATION REPAIR: The workshop concerning foundation repair will be at the next regularly scheduled Building & Standards meeting on March 5, 1992. Ed Beasley will bring proposed slab and foundation repair information. Mr. Beasley suggested that Structural Engineer to design all foundations and have them inspected by the same Structural Engineer. Nick Ashliman stated he would like to see a follow-up on dangerous • buildings and requested an update on Duke property. APPROVAL OF MINUTES: Dale Reid made motion to approve minutes from January 9 and January 17, 1992 after corrections made. Motion seconded by Craig DuCote. All Voting Aye.
