The Building and Standards Commission convened in the Municipal Building, 3800 University Boulevard, in the City of West University Place, on July 23, 1992, for a Special Session with the following members present: Nicholas Aschliman - Chairman, Drew McManigle - Vice-Chairman, Craig DuCote, Carolyn Hodgins, Susan Freeman and Jeann Howse. Present from the City were Ed Beasley, Building Official, Susan Thorn, Building Secretary and Chief Terry Stevenson. HEARING OF RESIDENTS: None Present PUBLIC HEARING OF COMPLAINT N0. 92-03 REGARDING PROPERTY LOCATED AT 4126 LEHIGH LOT 15 BLOCK 20 COLLEGE COURT ADDITION Nick Aschliman gave a brief history of the problems with the property at 4126 Lehigh and explained that after the members had ~ viewed a video tape of the condition of the property at the last BSC meeting on July 8, 1992 a decision had been made to require an additional inspection of the property in order to determine the next form of action to be taken. This special meeting was called to review the results of that inspection. Mrs. Gladys Weeks, Owner of the property at 4126 Lehigh was present. She stated that she would have appeared at the July 8 meeting if she had received her notification in time. Ed Beasley explained that the following day after the last meeting, he and Chief Stevenson walked the property and found additional areas of decay and further termite damage. The bottom plate of the kitchen wall was gone. There were numerous water leaks. He explained that this building is in violation of items 5,7,8 of Section 6-12 of Chapter Six. He feels that this is definitely a dangerous building. The City's recommendation is that this building be torn down. He expressed the opinion that and economically be repaired. many other codes, for example would be required to be built. this house could not be reasonably This building is in violation of this house has no garage and one • ~ • y r ~ i u Mrs. Gladys Weeks, Owner explained that she and her husband had purchased the home with the intent to reside there, but after his death her plans had changed. She had the roof repaired because she wishes to fix up the house and reside in it with her daughters. They currently drive a long distance to and from work and this would be closer. She hired Angelo Weeks (no relation to Mrs. Weeks), as a contractor to have plans drawn up and repairs made. She presented a copy of a check written as a deposit and a letter describing repairs to be made. Copies are these items are included with these minutes. She explained that plans were due to be complete within the next week. She would bring the completed plans to the City for plan checking and approval. The repairs to the house would be completed within 91 days. She explained that she was trying to show and effort on her part that the problems would be corrected. Ed Beasley, Building explained the letter stating what work that will be done only depicts work on the wall joists and rafters that are already exposed. They do not know how many more wall studs are damaged. He explained that there is so much damage, that the entire structure needs to be evaluated. As seen on the video there are rafters that are eaten three-fourths of the way by termites and there are three or four more beside it that have water damage. More sheetrock needs to be removed before this minor amount of repairs is done on what is already exposed. An extensive review of this structure is required. Drew McManigle explained the Building and Standards Commission has a interest in maintaining the City for everyone and a duty to all citizens and property owners including Mrs. Weeks. He explained that that in the opinion of the Building Official that to make this structure sound, the entire structure needs to be repaired. He feels that this property is unsafe and it might be more economically viable to tear down this structure and start all over again. Mrs. Weeks stated that she would have not any objection to the Building Official, Mr. Beasley and Chief Stevenson going back with Mrs. Weeks' contractor and having more sheetrock removed to see how much more damage there is. Nick Aschliman explained that there would have to be specific action dates as to what needs to be done and that the board would be very firm in making sure that the timetable is met. Craig DuCote explained to Mrs. Weeks that she needs to provide the board with a current address and make sure if the City contacts her, her lawyer or contractor they need to make certain they respond. ~ ~~ • C~ After a brief discussion it was determined that there be an extensive evaluation of the house with Mrs. Weeks contractor and designer in attendance along with Mr. Beasley and Chief 5tevenson. It was decided that this item would be put on the next agenda for the next regularly scheduled meeting on August 6, 1992 to discuss to results of this evaluation.
