HomeMy WebLinkAbout06012023 BSC Agenda Item 2 The City of West University Place A Neighborhood City Building & Standards Commission Located in the Council Chambers, 3800 University Blvd, West University Place, Texas 77005 Meeting Minutes May 5,2022 MEMBERS PRESENT: Bruce Beneke, Muddy McDaniel, James Craig, Eddie Mathews and Charles Marshall MEMBERS ABSENT: Anthony Beebe, Gerry Spedale, David Flame and Jonathon Hance STAFF PRESENT: Director of Public Works Gerardo Barrera, City Attorney Scott Bounds, Permit Technician Lisa Ray [Call to Order] Bruce Beneke called the meeting to order at 6:01 p.m. 1. Notices, Rules, Etc. Bruce Beneke welcomed BSC members and staff to the meeting, reviewed rules and meeting procedures. Attendees introduced themselves. 2. Discussion Items from City Council. Gerardo Barrera took members through the issues City Council wants BSC to consider. The members discussed and reviewed the agenda items. Scott Bounds can supply some draft language to amend Chapter 18, Section 18-56 as regards site drainage plans for members consideration; BSC asked him to so provide. Working with legal counsel, the BSC will reconvene to evaluate alternative language to better define a certified "low impact" exception. Gerardo Barrera said the city was working with its own engineer for an independent analysis of flood plain data and flood damage prevention would be discussed at a future meeting. After discussion and consideration the BSC did not think that the current requirements/criteria for surveys needed for permitting of minor changes should be amended. New or major exterior re-builds require updated surveys. BSC discussed modifying the driveway regulations and Scott Bounds referred to the apparent contradictions for curb cuts between Chapter 70 and ZPC rules in Chapter 7 of city ordinances. So BSC will not coordinate with ZPC on this issue and revising the requirements to the zoning ordinance and legal counsel will present a draft at a future meeting. 111 3800 University Boulevard I West University Place, TX 77005 I www.westutx.gov The City of West University Place A Neighbor luxxl City Eddie Matthews asked about the issue of sustainability of materials that council also referred to BSC. Gerardo Barrera explained that they were awaiting recommendations from the Sustainability Task Force and will then bring to BSC. 3. Meeting Minutes. Eddie Matthews made a motion to approve the April 7, 2022 meeting minutes. Jim Craig seconded. AYES: Bruce Beneke, Muddy McDaniel, James Craig and Eddie Mathews, Charles Marshall NOES: None. Notices, Rules, Etc. Bruce Beneke welcomed BSC members and staff to the meeting. 2. Meeting Minutes. Eddie Mathews made a Motion to approve meeting minutes from May 5, 2022 with minor corrections. James Craig seconded. AYES Bruce Beneke, James Craig, Anthony Beebe, Eddie Matthews NOES: None. ABSTAIN: None. 3. Discussion Items from City Council. Dick Yehle presented statements regarding definitions and clarification of Chapter 18, Sec. 18-56 low impact. Bruce Beneke asked Dick Yehle if he could put together something in writing to present to the Board. Dick Yehle agreed that could done. Scott Bounds, City Attorney, explained the current definition of low impact and that it is ultimately the Building Official's discretion to decide. Scott Bounds explained the changes he drafted to the current ordinance. BSC members discussed various options to clarify the definition of low impact per Chapter 18, Sec. 18-56. Gerardo Barrera explained the proposed changes and agreed to discuss proposed changes in future meetings. Gerardo Barrera reviewed the Harris County presentation to the BSC from the previous month and explained the effects of adopting the current proposal. Carol Harrison further explained all of the proposed amendments. BSC members reviewed how the amendment's height requirements would affect different areas of the city. Gerardo Barrera explained the outcome of grants and asks that the board review the pros and cons of accepting. BSC members asked for a possible updated flood map prior to making a final decision. Bruce Beneke started discussion of the Sustainable Practices. Gerardo Barrera explained that he is currently awaiting a report from the Sustainability Task Force. Gerardo Barrera went on to explain the possible requirements that the BSC would be considering once the report comes back. BSC members agreed to wait for the report. Discussion Items From City Council Flood Plain Ordinance. Gerardo Barrera said that staff had been talking to HCFC about probable Flood Plain Ordinances and that the city had been given a draft map, but this is still a work-in-progress and cannot be made public or shown to BSC yet. Tom B reviewed the history of flood plain plans since Hurricane Alison in 2001. Updated draft plans are expected by First Quarter 2023 followed by a comment period so finalized maps will not be available anytime soon. Gerardo Barrera proposed that this item be tabled for now. BSC members agreed. Site Drainage Plan (Chapter 18, Sec 18—56) and "Low Impact" Dick Yehle spoke about his personal case and the requirement for multiple permits; he suggested that City consider the possibility of a global permit for certain projects. Eddie Matthews made a motion to table this issue to allow staff, including newly arrived Brian Hunt, to consider this matter further and to bring issue back to BSC when they are ready. Sustainability Practices Gerardo Barrera stated that the Sustainability Task Force presented its report to City Council on June 27th, but Council gave no direction. Staff recommends that this item be tabled until City Council decides how to proceed following which staff can consider the task force's report and Council's guidance and then come back to BSC. Members had no objection. 3. Meeting Minutes. Eddie Matthews made a motion to approve minutes of meeting of June 2, 2022 with minor corrections. Seconded by Jim Craig.
