HomeMy WebLinkAbout08051993 BSC Minutes, ~ _ ~ ~ , ~ BUILDING AND STANDARDS COMMISSION REGULAR SESSION CITY OF WEST UNIVERSITY PLACE 3800 UNIVERSITY PLACE COUNCIL CHAMBERS AUGUST 5, 1993, THURSDAY 6:30 P.M. The Building and Standards Commission convened in the Municipal Building, 3800 University Blvd., in the City of West University lace, on August 5, 1993, for a regular session with the following =s regular members present: Drew McManigle, Vice-Chairman, Susan Freeman, Craig DuCote and Alternate Dale Reid. Also present from the City were Ed Beasley, Building Official and Susan Thorn, Building Secretary. HEARING OF RESIDENTS: None Present. CONSIDERATION OF PROPERTY LOCATED AT 6611 BROMPTON, LOT N 1/2 OF W 1/2 OF LOT 5, BLOCK 8, WEST UNIVERSITY PLACE FIR5T ADDITION: Lindsey Kroll, owner of the property explained that construction of the house began last year. Also present were Tom Wilson, Architect and Rick Theiland, Builder and Phil Miller of Bissonnet Air. The . framing of the house began in the fall of last year. Mr. Kroll explained that he has lived in West University at the same address for fifteen years. They lived in an older home which was demolished and are now building a new home. Phil Miller, Air Conditioning Contractor explained that at the time the framing was being done that he called the City and spoke to an inspector who told him that the return must air must be 10" from the floor on the first floor only, not the second floor. Ed Beasley, Building Official explained that Chapter Six adopted the SBCCI 1988 Mechanical Code in its entirety and it was again adopted in 1991 with the exceptions listed in Sec. 6-72 of Article IV. of Chapter Six. Exception No. 3 states that "a return air duct must be installed within 10" (ten inches) of the floor in all new residential construction and whenever possible in existing buildings." Mr. Beasley explained that this was a deviation from the plans. He explained that Cecil Boles, a Building Inspector at that time, inspected it and passed it, therefore, it is really too late to make a change. Mr. Beasley explained that he had no objection to the variance being granted. He explained that is not a life safety issue at all. • Dale Reid made a motion to grant the variance. Voting No. None. • Drew McManigle suggested that the next Building and Standards commission look into changing the requirement for the return air to be 10" from the finished floor. Craig DuCote made a motion to approve the minutes from the July 1, 1993 meeting. This motion was seconded by Susan Freeman. Al1 voting aye. Voting No. None. Craig DuCote made a motion to adjourn.
