Call to Order: Chair Ann Crowley — 2:02 pm II. Attendance — Diane Ayers, Candyce Beneke, George Baker, George Hildebrandt, Toby Brooks, Ann Crowley, Karen Kenny, Joan Johnson, Susan White, Tom Brombacher, Susan Davis, Shannon Caroll, Teresa George-Hung Absent: Selby Clark, Allan Elkowitz, Gloria Nino-Monacelli, Candace Tenbrink, Mardi Turner Guest: John Barnes, Vic DiFranco, Carlos De La Torre, Charlotte Herling III. Approval of Minutes from March 9, 2023 - Candyce B. and seconded by Karen Kenny IV. Citizen Comments: Any member of the public wishing to address the Board, this is an opportunity for Citizens to speak to the Senior Board relating to the agenda. 1. Vic DiFranco — Lives in West Chester, has been a resident for 25 years, • Suggests a West U a resident alert/checkup system —voluntary, 24-hour cycle on off and someone will come check on you using the existing alarm system to cycle on and off. Also, Knox box people should sign up in 24 hours and come check on you. No hardware or no new accounts. Add a nominal fee of a couple of dollars. This is not for a medical alert, but just to make sure that residents who are older are not dying alone or not stuck somewhere in the house after a fall. V. Presentation by Farrell Buller 110% — Update on Financial Sustainability and Operational Analysis • Project update — to remain financially stable. • Review Process— reviewed current practices to ensure “best practices” for the Parks and Recreation Department • Interviews with City Council members o Sustainable funding and equitable practices o Resident and non-resident comparison o Reporting data o Facility utilization/duplication of services  Are they beneficial? Impactful? • Results of the data collected from various inputs: o The hybrid model seems the most accepted across the various groups. o Data can be used to answer various questions and charts can be made accordingly. o Aquatics — hours of operations from a financial, need of staff, financial profits, making sure that the programs offered are desired and they being offered in a manner that participation is matching with expectations of revenue course? • May 11th meeting will showcase the final data. • George Baker — Question — How is everything cost recovery? Perhaps change the vocabulary because a park isn’t a cost recovery but a community investment. o Community Investment Strategy — another way to say Common Good VI. Skills Bank- Candyce Beneke will be spearheading this project. • Skills bank — Handyman program expanding on this. • What kind of ideas and skills could be done easily — do we need insurance? o We have a waver for the handyman (Toby) o Sprinkler system or gas lights etc. o Little things — volunteer (also a small discount for some seniors)  Or get some vendors who will give seniors a discount.  Wi-Fi assistant one time  Is there a list of volunteers for this?  Limited skills to help seniors on daily activities. • Have the youth groups help with some of the phone groups. • Email any ideas that you can think of to structure this and have a VII. Questions submitted by Senior Board Members – on programming- Candace Tenbrink VIII. Monthly reports: a. APAC --Karen Kenny — biggest highlight Houston of Office of Emergency Management for upcoming alerts for the Hurricane season, and also silver alerts. b. Good Neighbor Team—Mardi Turner — Toby presented as Mardi is absent. Spring delivery was completed. Next will be a summer delivery focusing on hurricane season. Ask Mardi about possible skills bank need. c. Parks and Recreation –Susan White — Milestones May 10th parks and rec board meeting, and Farrell will present on May 11th as well. May 22nd present to council. • Edloe pathway — starting fence installation for this project. o Charlotte hurling is the newest member of the parks team • Weir Park — new team set up. George Hildebrandt represents Senior Board. o Bench outside the park for people to sit. o First meeting next week with update in May. o Weir is heavily used — by square footage, and we are sending out some public information on it. • Houston Brass Quintet playing this Friday • Following Friday — jugglers and movie Deep in the Heart. • Colonial Park deck — received bits for the project. o $210,000 lowest bid for the deck o Alternative — we are going to take off half the deck that is not salvageable. The good parts will remain and repaired. The good part will last about 10 more years. o Put artificial turf in the bad part. So more usable space with picnic tables on turf. o Goal to finish this by first Friday of June d. Senior Services—Toby Brooks • Tuesday — meet the candidates between 6:30 pm to 8:30 pm e. Council Liaison—Shannon Carroll • Past week celebrated older Americans. • East Side drainage project — that is set to break ground April20th, and last for 18th months. o To alleviate the issues with flooding o Followed byWest Side project later. • Feasibility study o North Side of poor farm ditch From University to Bissonnet — it is not feasible to cover that portion of the ditch. o Would ultimately look into an alternative. • Serious increase in bank following: o Plum street and Wakeforest — 2:30 pm broad daylight o Please be aware.
