A RESOLUTION RELATING TO THE WEST BELLFORT EXTENSION FROM
STELLA LINK TO MAIN STREET AND CONTAINING FINDINGS AND
PROVISIONS RELATING TO THE SUBJECT.
WHEREAS, the South Campus Sports Association (SCSA) is applying to the
City of Houston to remove the proposed West SeUfort extension (between Stella Link
and Main Street) from the City's Major Thoroughfare Plan; and
WHEREAS, such removal is a critical step in SCSA's effort to develop its South
. Campus into a fully-functional youth sports complex and use it to its maximum. potential;
and
WHEREAS, over 4,500 children, from many different communities, participate in
youth sports activities in six different sports leagues at the South Campus, and
developing the remaining acreage will allow even more to participate; and
WHEREAS, preserving facilitiesJ like the South Campus1 for youth sports
activities is extremely valuable for the entire area, because it promotes vigorous
outdoor activities for young people and helps displace sedentary and harmful activities;
and
WHEREAS, the South Campus provides large, open green spaces in an
urbanized area that has a shortage of parks and green space; and
WHEREAS, bisecting the South Campus with a four-lane, major thoroughfare
will not only eliminate green space, it will also substantially increase the risk of
accidents and make it difficult for families and children to move from one field to
another safely, further impairing the South Campus and its youth sports programs; and
WHEREAS, removing the proposed West Bellfort extension (between Stella Link
and Main Street from the City's Major Thoroughfare Plan) will preserve the South
Campus and all of its benefits for all the communities it serves;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST
UNIVERSITY PLACE:
Section 1. The City Council formally supports the South Campus Sports
Association's application to remove the proposed West Selffort extension (between
Stella Link and Main Street) from the City of Houstonfs Major Thoroughfare PlanA
Section 211 The City Secretary is requested to provide a true copy of this
resolution to the South Campus Sports Association and the City of Houston.
Section 3. All resolutions and parts of resolutions in conflict with this resolution
are repealed to the extent of the conflict only.
Section 4. If any word, phrase, clause, sentence, paragraph, section or other
part of this resolution or the application thereof to any person or circumstance, shall
ever be held to be invalid or unconstitutional by any court of competent jurisdiction,
neither the remainder of this resolution, nor the application of such word, phrase,
clause, sentencet paragraph, section or other part of this resolution to any other
persons or circumstances, shall be affected thereby.
Section 5. The City Council officially finds, determines and declares that a
. sufficient written notice of the date, hour, place and subject of each meeting at which
this resolution was discussed, considered or acted upon was given in the manner
required by the Texas Open Meetings Act, as amended, and that each such meeting
has been open to the public as required by law at all times during such discussion,
consideration and action. The City Council ratifies, approves and confirms such notices
and the contents and posting thereof.
Section 6. This resolution takes effect immediately upon its passage and
