MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, FEBRUARY 14, 2023 1 RSWRB Meeting Minutes –February 2023 Community Building, John Neighbors Activity Room – 6104 Auden, West University Place, Texas 77005 1) CALL TO ORDER: The meeting was called to order at 6:00_ PM. 2) ATTENDANCE: Members Present: Chairpersons Monte Edlund and Shreya Sheth; Mary Barnwell, Corrinn Davis, Julie Fehl, Lindsay Gregory, Rick Mifflin, and Eric Orzeck. Also Present: Ed Orozco (West U, Asst. Director of Public Works), and John Barnes (City Council Member), Rebecca Brownlie and Naina Pai. Member(s) Absent: Ravi Pai 3) AGENDA ORDER: The Agenda Order was not changed. 4) APPROVAL OF MINUTES: A Motion was made to approve the minutes of the January meeting. 1st: ____________ 2nd: _____________ Action: Pass 5) BOARD MEMBER REPORTS – BUSINESS/ACTION ITEMS: (a) New Neighbor Program- Barnwell 100% of the 2022 New Neighbor deliveries have been completed and/or addressed (such as vacant properties, etc.) for a total of 101. There are 10 deliveries for January. The February list has not been received. Barnwell asked the Chairpersons to place on the meeting agenda a discussion of how fewer documents can be delivered while maintaining effectiveness. (b) New Board Member Process- Edlund Edlund and Sheth announced the City Council has not addressed adding interim Board members since our conversation with mayor Sample. Edlund asked if the Board wanted to discontinue participation in any of our normal community events due to the number of events and shortage of Board members. The Board decided to discontinue participation at the 4th of July event. MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, FEBRUARY 14, 2023 2 RSWRB Meeting Minutes –February 2023 (c) Social Media Themes- Davis The March social media theme is about food waste composting. The idea was to tie in with Ravi’s Currents article and the City Council’s decision to promote food waste composting. April will have an Earth Day theme. (d) Currents Article Discussion- Pai Pai sent out the Currents article prior to the meeting. He was not present at the meeting to receive comments. Suggestions were to update the article to include the food waste compost vendors approved by the City. (e) WUES Report-Fehl/Gregory Gregory requested new walk-in recycling bins from Republic Waste for the school. This avoids the need for an expensive lift. The school recently held a Superbowl of Caring event and recycled plastic and cardboard generated during the event. Gregory also reported that WUES will be the subject of an HISD pilot for plastic elimination. Not much is known about the plan at this time. Other school plans include an art night on February 28 and an end of year recycling event where crayons, markers and other school items will be collected for donation. The school will have a storage area dedicated for tri-board presentation supplies. Earth Day plans are in the works and will include the recycle relay game and leaves added to a tree in the library. (f) Upcoming Events (i) WULL Carnival (2/25/23)- Edlund Edlund said the WULL opening ceremonies will take place from 11AM-12PM. After the opening ceremonies, the festival will be from 12PM to 4PM. Gregory reached out to Lauren Hall about recycling at the event. Fehl reached out to another individual and neither has received a response. Fehl reported that there is informational recycling signage in the RSWRB storage shed that may be used for the event. Gregory said that former Board member, Susie Hairston, will reach out to Zero waste to provide composting at the event. (ii) Easter Spring Festival- (4/1/23) Davis agreed to Chair the event. Barnwell, Pai and Sheth will help also. (g) Master Recycling Class (ongoing) Sheth reported that revisions to the slide presentation are in progress. MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, FEBRUARY 14, 2023 3 RSWRB Meeting Minutes –February 2023 (h) Report on Tree Light Removal Project- Barnwell/Davis/Pai Barnwell distributed a report prior to the Board meeting. The lack of volunteers for the event was discussed, and it was decided that more advance notice was needed to solicit volunteers for future events. The Board agreed to hold the next event on January 6, 2023. Orzeck offered to bring a power supply for testing the lights to save time for having to transport lights to the gazebo. Orozco said he could provide a plastic box for transporting lights to the Texas Art Asylum. 6) WEST U STAFF REPORT: (a) WTDWI Update Orozco said the new WTDWI is complete, and he distributed several copies for the New Neighbor deliveries. (b) Food Waste RFQ Status City Council approved two food waste compost vendors and the information on the webpage. The City will support food waste composting by providing education and marketing. (c) Statistics on Solid Waste ITR has not provided an invoice so statistics may be prepared. Orozco will request the two food waste compost vendors provide statistics monthly that include the number of customers and how much weight is generated each month. Orozco says the vendors can tally how much each customer generates each month. 7) CHAIRMAN’S REPORT/BOARD MEMBER COMMENTS: Chairman Edlund provided graphs that indicate a slow decline in the City’s recycling rate. He suggested the Board review the events in which the Board participates and consider ways the Board’s efforts may be more impactful to increase the City’s recycling rate. He requested the Board spend 30 minutes at the next meeting brainstorming ways to increase the City’s composting and waste diversion rate. The Board discussed former Board member Susie Hairston’s question about the City providing residents backyard compost bins or supplementing their cost. Gregory asked if the City might incentivize residents to compost by providing compost collection service pails. 8) ADJOURNMENT: At approximately 7:20 PM, Barnwell motioned to adjourn tonight’s meeting. The motion was seconded by Mifflin. The Board voted unanimously to adjourn the meeting to March 7. Recycling & Solid Waste Reduction Board Event Report West University Little League Carnival Event Feb. 25, 2023 The RSWRB chose to participate at the West University Little League (WULL) carnival event with a booth, similar to past years, to promote recycling and solid waste reduction. Preparation In January the event coordinator contacted the WULL chairs to confirm our interest in having a booth at the event. The chairs were identified by going to their website and contacting the person responsible for soliciting sponsors to host a booth. The chairs were pleased to have us participate. Two board members (Julie Fehl and Lindsay Gregory) contacted WULL to suggest ways to ensure recycling and food waste composting were prominently on site and readily available to the participants. Sign up Genius was used to solicit board members booth duty times. The week of the event we determined which activities we were going to have at the booth, based upon the number of board members who could work, and the space available to us. We chose three primary activities, the electronic recycling quiz, the recycling sorting game, and the cap and closure number estimate challenge. Public Works then brought the necessary booth materials and tent to the coordinator’s home Friday before the event, for transport to the event Saturday. The Event University Blvd was closed off in front of the school and ball fields at 9:00 AM and set up occurred between 9:00 and 10:00 AM. It is important bring booth materials at these times, because after 10:00 the carnival games are being set up and inflated, so there is no access by vehicle to bring our items to the booth site. The opening ceremony began promptly at 11:00 AM. The street began to fill up almost immediately after that, and the booth needed to be ready to go at that time. Our booth was set up and decorated by 11:00. We had only two members working the carnival from 11:00 AM – 1:00 PM, and four from 1:00 – 2:00 PM. During the early shift business was brisk and we contacted many youngsters with their families. The three games we had set up were very busy, and with the giveaway of a pencil that changes color we convinced many kids to play! The new brochure, “What To Do With It,” was available and very popular with many people who stopped by. Two West U residents and former Recycling Board members set up a food waste composting and recycling station near the picnic tables. This was a well-used facility that served as a good teaching moment to many participants. Many thanks to Yvonne Jacobs and Susie Hairston for donating their time and talents. Take down began promptly at 2:00, as the crowd had thinned out and no further people were stopping by the booth. The street remained closed off, and West U police were there to open the barricade so we could collect our booth items. Takeaways Advance planning for this (and all our public events) was necessary and important. We should have been more proactive earlier, for example, we did not have water-dispensing stations available so people had to rely on single use PET water bottles. Frequent contact with the WULL organizers is necessary to ensure we maximize our message on solid waste reduction and recycling. They were very receptive to our efforts. We needed more board participation at the early shift, and less at the later shift. We should have four people working from 11:00 -1:00, and two is sufficient from 1:00 – 2:00. This event works well for RSWRB. We make extensive contact with West U residents and nearby Houston residents, as WULL takes in a rather large area.
