MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, JANUARY 10, 2023 1 RSWRB Meeting Minutes – January 2023 Community Building, John Neighbors Activity Room – 6104 Auden, West University Place, Texas 77005 1) CALL TO ORDER: The meeting was called to order at 6:00 PM. 2) ATTENDANCE: Members Present: Chairpersons Monte Edlund and Shreya Sheth; Mary Barnwell, Corrinn Davis, Julie Fehl, Lindsay Gregory, Rick Mifflin, Eric Orzeck and Ravi Pai. Also Present: Ed Orozco (West U, Asst. Director of Public Works), and John Barnes (City Council Member) Member(s) Absent: None 3) AGENDA ORDER: The Agenda Order was not changed. 4) APPROVAL OF MINUTES: A Motion was made to approve the minutes of the December meeting. 1st: Mifflin 2nd: Edlund Action: Pass Vote: Ayes: Chairpersons Edlund and Sheth, and all present. A brief discussion was held regarding the minutes and action items. Barnes suggested that it might be helpful to specify a deadline (such as 30 days) for action items to be completed. 5) BOARD MEMBER REPORTS – BUSINESS/ACTION ITEMS: (a) Tree Lighting Ceremony Report Status – Sheth Sheth will prepare a report. Barnwell will look for a prior report and send to Sheth. (b) New Neighbor Program- Barnwell December and January lists have not been received. Year to date, through November, 97 deliveries were assigned. By the date of this meeting, approximately 87% of deliveries have been completed. Barnwell requested Orozco provide new address lists monthly and in time for her to assign deliveries and provide literature at each Board meeting, if possible. Orozco did this for the December meeting, and it was very helpful. MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, JANUARY 10, 2023 2 RSWRB Meeting Minutes – January 2023 (c) Literature Complete- West U Collects App/WTDWI-Barnwell/Sheth Orozco anticipates a status update this week as to completion of the updates. Sheth will send out a copy of WTDWI and a copy of the RFP for food waste composting. (d) New Board Member Process- Sheth There has been no response from City Manager Beach regarding filling the 2 open Board positions for the remainder of the current Board’s tenure. It was suggested that Board members invite potential interim members to the next Board meeting, and that the Board communicate with Bianca Cuccerre, the City’s Communications Coordinator, for a strategy to announce the interim position to residents that might be interested. Barnes suggested exploring volunteers, like the Good Neighbor Team, and how they might serve as a pipeline for future Board members. Pai spoke with his daughter, and she would like to volunteer, share ideas, and help with tasks. Barnwell mentioned Scout volunteers and Edlund referenced the upcoming WULL Opening Ceremonies. Sheth made a motion to invite potential Board members to the February 14 meeting, and if they are unable to attend on that date, they could attend the March 7 meeting so that recommendations can be somewhat immediate. Barnwell seconded the motion. (e) Social Media Themes- Davis The January social media theme is recycling toys. February will feature how to have an eco-friendly Valentine’s Day. (Refer also to section 5. f, below.) (f) Currents Article Discussion- Pai Pai will work with his daughter to suggest two topics to the Board by the end of the month to confirm a topic for the next Currents. (g) WUES Report-Fehl/Gregory Toy recycling information was published in the monthly newsletter. The PTO may approve purchase of a dumpster recycling lift mechanism and 3 bins for the cafeteria. The March social media theme will discuss the positive change in recycling efforts and school-sponsored events. (h) Upcoming Events (i) Master Recycler Class Yvonne Jacobs reported that 7 have registered for the 8-session class, 1 is registered for the curbside recycling class, and 3 have signed up for the backyard composting MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, JANUARY 10, 2023 3 RSWRB Meeting Minutes – January 2023 class. Sheth will contact the class preparers and request content revisions prior to the presentation dates. (ii) WULL Carnival (February 25, 2023)- Edlund In addition to chairing the event, Edlund will serve as the Board’s point person with WULL and inquire about recycling, composting, and having a water monster at the event. Gregory suggested Edlund reference recycling, composting and use of the water monster at Boo-Bash and the Fathers and Flashlights events as credentials with WULL. Edlund will request the same location as last year. Gregory offered to help with composting at the event. (iii) The Easter Spring festival will occur on April 1, from 9AM-11AM at the Rec Center. Lindsay inquired about the possibility of including earth-friendly vendors. It was also mentioned that this could be a stepping- stone to creating a festival. Orozco said that James Browning is looking for vendors/sponsors to participate in the event. (i) Report on Tree Light Removal Project- Barnwell/Davis/Pai Barnwell will prepare a report that documents the event. 4 Board members participated (Barnwell, Davis, Pai and Sheth), along with Councilman Barnes and volunteers Susie and Charlie Hairston, Tatiana Gvishh, Yvonne Jacobs, and Elisabeth Cosgrove (a walk-up). There were only 4 Boy Scouts from Troop 266 that participated. The fourth Boy Scout arrived for the last hour, but they were a welcome relief after most volunteers had left and a resident dropped a tree off on the curb that was full of lights. There was no Cub Scout or Girl Scout participation. Barnwell requested that Orozco let the Board know how many 96- gallon bins of light strands are collected from the various City locations to include in the event report. Approximately 1/2 of a 96-gallon bin of broken light strands was collected for the Zoo. 83 light strands, 11 extension cords and 8 wire wreath frames were collected for the Texas Art Asylum. 14 Christmas Tree stands were donated to the River Oaks Plant House. (j) West U Collects App Update- Barnwell/Sheth Updates were completed and provided to Sheth, who said she had placed her comments in a Google doc. Gregory suggested the App and WTDWI be updated annually. The Board and Orozco agreed. It was asked how requests made on the App are updated. Requests go through West U Administrative staff. Ed will coordinate with Lauren each January to review and prepare updates. Ed will reach out to the App Administrator as to how updates will be managed. Next month, Ed will report on WTDWI and the App. MEETING MINUTES RECYCLING & SOLID WASTE REDUCTION BOARD TUESDAY, JANUARY 10, 2023 4 RSWRB Meeting Minutes – January 2023 6) WEST U STAFF REPORT: Recycling, Solid Waste and West U Collects App Stats/Storage and Shelving/Review Action Item List Orozco emailed October and November statistics and will email the December stats when received. He reported that he has reached out to ITR to attend a RSWRB meeting. He is looking for shelving for the storage room. Fehl may have shelves to donate. Orozco announced that old permitting plans will be removed from the RSWRB storage area. The Board was appreciative and gave a shout -out to Ed for providing the Board with additional space. Orozco will report on the food waste composting RFQ status subsequent to the December 15 deadline. 7) CHAIRMAN’S REPORT/BOARD MEMBER COMMENTS: It was suggested that the February or March (?) Agenda discuss the file storage system. Barnwell, Gregory and Pai expressed interest in working with electronic file storage. Gregory suggested a Google docs training session during a Board meeting. During discussions about existing RSWRB games for events, it was agreed that the April Agenda should include review of the Board’s available games and consider whether “new” games should be developed. 8) ADJOURNMENT: At approximately 7:53 PM, Mifflin motioned to adjourn tonight’s meeting to February 14 and the motion was seconded by Pai. The Board voted unanimously to adjourn the meeting to February 14. Sponsored by: West U’s Recycling and Solid Waste Reduction Board Parents, Please join our group/troop(s) for the following service project! Christmas lights and stands will be removed from Christmas trees that have been discarded by residents at the end of the holiday season. Trees in this condition are no longer recyclable and are sent into the solid waste stream with other trash picked up in West U. Your participation in this project will help ensure that all trees are able to be sent to Living Earth to be reused as mulch or compost. All lights removed, including working string lights and broken strings, will be sent to the Houston Zoo that gets money for the reusable wire or donated to the Texas Art Asylum for reuse. This project keeps lights out of the waste stream and the Zoo gets money for the recyclable wire. Please be sure to bring some of the supplies listed above. Many lights may be removed by hand, but some lights are so tangled they must be cut to be removed. Your participation will help make this a successful event. Board members of the RSWRB will sign off on volunteer time. If there is a form that RSWRB Board members should have on hand to document service hours, please email it to mbarnwell@swbell.net. While dropping the trees at the park is not sanctioned by the City – well, it happens anyway. Many of the trees have light strings on them that need to be removed so that the trees can be sent to Living Earth for mulching. Some of the trees also have stands that require removal prior to composting. Working light strings, extension cords and stripped wire wreath frames are donated to the Texas Art Asylum. Non-working or broken strings are donated to the Houston Zoo for their holiday light recycling/metal reclamation program. The Tree Lighting Removal event took place on January 7, 2023. The volunteers arrived around 9AM and the last volunteers stayed until 1PM. A press release via Community email was distributed by the City’s Communications Director prior to the event that publicized proper curbside tree recycling and light removal guidelines. Potential volunteers were contacted by email with an attachment that contained pertinent event information. 83 strands of lights, 14 extension cords, and several wreath wire frames. were donated to the Texas Art Asylum (a partner of the Houston Center for Creative Reuse). Fourteen Christmas tree stands were donated to River Oaks Plant House for reuse. In addition to one half of a 96- gallon container of lights that was collected at the tree light removal project, an additional 6 and a half 96-gallon containers were collected for delivery to the Houston Zoo for their metal reclamation program from the City’s 3 lighting drop off locations, City Hall, the Recreation Center, and Public Works Administration Bldg. Additional supplies that were determined to be needed have been added to an excel spreadsheet. Because there was a lack of volunteers, the 83 light stands destined for the Texas Art Asylum had to be wrapped and secured after the event. Former Board member, Yvonne Jacobs, took the working string lights and wreath frames to the Texas Art Asylum, and the plant stands to the River Oaks Plant House. Jacobs and Mary Barnwell met to wrap and secure the string lights prior to delivery to the Texas Art Asylum. Ms. Gvishh, a Scout Mom, who coordinates Troop 266 volunteer efforts, said she would volunteer again next years. She also asked for the Board to let her know if there are other community service events where the Scouts might earn volunteer hours. Elizabeth Cosgrove was passing by and stopped to help. She said she would be happy to volunteer for the project next year. Numbers: 4 Board members participated: Mary Barnwell, Corrinn Davis, Ravi Pai and Shreya Sheth (her daughter also helped. 1 City Councilman and RSWRB Liaison, John Barnes 2 former RSWRB members, Susie Hairston (and husband Charlie) and Yvonne Jacobs 1 City Resident, Elizabeth Cosgrove walked up and helped. 4 Boy Scouts and 2 parents volunteers. Tatiana Gvishh was the Troop 266 Volunteer coordinator. (1of the Scouts arrived for the last hour with Dad who also helped) Every individual was needed. Recommendations: Determine earlier in the fall when the tree light recycling event will occur so volunteers can be solicited in sufficient time for their planning purposes. Consider reaching out to additional scout troops or high schools or residents to obtain volunteers. Consider preparing a form to provide volunteers that validates their service hours. This service is not provided by the City and residents interested in having their food waste collected are using private companies or are composting in their back yards. Based upon staff recommendations and Council feedback, the City issued a Request for Qualifications (RFQ) for food waste collection and composting which ended in December 2022. The City received two responses from qualified vendors, both of which are currently providing this service in West U. Zero Waste of Houston and Moon Shot are both qualified and have an established customer base in West U and based upon that, staff is recommending not to select one of these companies as the preferred provider, but rather allow both of these companies to continue to provide this service in the City. This allows for redundancy of service and for the companies to maintain their existing customer base who appear to be happy with their current service level. The RFQ process would allow the City to provide basic promotional assistance for the service being provided. Please note – the recommendation would not prevent another company from entering the market to provide this service to residents, but they would not receive any promotional assistance from the City. Since we started servicing West U, we have given priority to the stability and growth of curbside service. Allowing us to provide a quieter, safer, and a more gas efficient way to divert food waste from the landfill. The last 2 years of operations and logistics has allowed us to excel in the best procedures and to create a tangible plan that will be successful to scale to all 5,300+ households. As a curbside food waste pick-up service currently servicing 314 households in West U and having operated in the City for almost two years, we have the experience, understanding of West U residents, and the neighborhood, as well as the already established infrastructure to service our current customers and increase our customer base. If contamination becomes present, we directly reach out to the resident and help correct the contamination issue. We have had 100% success rate when educating our customers about contamination in their buckets. • A phone number and e-mail provided to residents for customer service purposes. • A custom West U phone app that will facilitate education, direct communication, and up-to- date data reporting. Past and Present Applicable Projects City of West University experience: Zero Waste Houston has significant history in West U and is currently the primary, most affordable curbside pick-up service in the city. • We donated our services to the City from December 5, 2020 to January 23, 2021 to collect food waste from residents at the City’s food waste drop-off pilot. • At the end of this event, we continued to serve West U residents in two ways: o We extended a free drop-off for residents at Demo’s Automotive in Rice Village until April 15, 2021, where some 50-70 residents/week participated in dropping off their food waste. During this period, we saw a steady subscription rate of participants who voiced that curbside was more advantageous and efficient way to divert food waste from home. o We also offered a special $10/month weekly curbside pick-up service to West U residents. Immediately at the end of the pilot, 113 residents signed up for curbside food waste collection. Since, we have grown the customer base to 314 people, a growth of 177.9%. With an average of 22.5 lbs. per pick up, we have diverted over 462,000 pounds of food waste from city trash trucks and the landfill. • We have partnered with the West U Recycling Board and the Recycling Chairs at West U Elementary School on multiple occasions. Her project, which also involved partnering with the Houston Heights Association, lasted from April 14, 2021 until August 2021. The initiative was so popular with Heights’ residents that: 1). The City of Houston proclaimed July 13th as Monica Orozco Day; and 2). Zero Waste Houston continued the free drop-off until July 2022 (total diversion of 61,357 lbs.). When enough customers were interested, we transitioned to the $10/month weekly curbside service in all Greater Heights. Greater Heights (population 41,286) includes Houston Heights, Norhill, Woodland Heights, and Shady Acres.
