HomeMy WebLinkAboutRes 2000-06 RESOLUTION NUMBER 2000-06 A RESOLUTION APPOINTING A CHARTER REVIEW COMMITTEE FOR THE CITY OF WEST UNIVERSITY PLACE, TEXAS; PROVIDING FOR A TERM OF OFFICE AND CONTAINING FINDINGS AND PROVISIONS RELATING TO THE SUBJECT WHEREAS, Section 10~13 of the City Charter of the City of West University Place, Texas requires that the City Council appoint, at its first regular .meeting in June 2000, a Charter Review Committee of seven residents of the City; and WHEREAS, said Section 10A13 provides that the tenn of office of the Charter Review COlTIlnittee shall be six months unless extended by the City Council; and WHEREAS, the powers and duties of the Charter Review COlTIlnittee shall be as follows: (1) Inquire into the operations of the City govertllnent and review this Charter to detennine whether the Charter needs revision. .Public hearings may be held and the COlnmittee shall have the power to cotnpel the attendance of City officers or employees and to require the subm ission of City records necessary to the inquiry and reView. (2) Propose to City Council reCOlTIlnendations if necessary to Insure that the City government and its operations cOIn ply with this Charter. (3) Propose to City Council recomnlendations, if necessary, to improve the effectiveness of this Charter. (4) Make a written report of its findings and recomnlendations to City Council. (5) Present to City Council proposed Charter amendtuents, if any are considered n ecess ary A (6) M.eet at least once every two tTIontbs during its term. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WEST UNIVERSITY PLACE: Section 1. That the following persons be appointed to serve as .mem bers of the Charter Review Committee: APPOINTEE POSITION John Neighbors Neil Calnan Carolyn Galfione Whitt Johnson J eann Howse David McDaniel Bob l<elly David Marks Bill Boyd Barbara Sklar Position l/Chair Position 2 Position 3 Position 4 Position 5 Position 6 Position 7 Alternate A Alternate B Alternate C Section 2. That the governing body may provide for the appointlnent of alternate board nlelnbers to serve in the absence of one or more regular Inelubers when requested to do so by the Inayor or city lnanager. Section 3. That the persons hereby appointed to serve as Inelnbers of the Charter Review Committee shall serve for a term of office of six months frOITI the date of this Resolution unless extended by the City Council. Section 4. That the City Charter .may only be amended in accordance with the laws of the State of Texas. Section 5. All resolutions and palts of reso lutions in conflict herewith are hereby repealed to the extent of the contl icts only. Section 6. If any word, phrase, clause, sentence, paragraph, section or other part of this resolution or the application thereof to any person or CirClUTIstance, shall ever be held to be invalid or unconstitutional by any court of COlnpetent jurisdiction, the relnainder of th.is resolution and the application of such word, phrase, clause, sentence, paragraph, section or other part of this resolution to any other persons or circumstances shall not be affected thereby. Section 7~ The City Council officially finds, determines and declares that a sufficient written notice of the date, hour, place and subject of each Ineetillg at wh.ich this resolution was discussed, considered or acted upon was given in the lnanner required by the Texas Open Meetings Act, as amended, and that each such lneetillg has been open to the public as required by Jaw at all thnes during such discussion, consideration and acti.on. The City Council ratifies, approves and confiflns such notices and the contents and posting thereof. Section 8.
