WHEREAS! the Zoning and Planning Commission (UZ&PCH) of the City of West . University Place, Texas CJCityJ) has submitted two preliminary reports on proposals to amend the comprehensive zonrng ordinance of the City, as last reformatted and readopted by Ordinance No. 1493, adopted December 191 1994 C.Zoning OrdinanceJ'), which reports are attached as Exhibit A...1 and A..2 and made a part of this ordinance by reference; and WHEREAS, the reports also include proposals to amend the Code of Ordinances and subdivisjon regutations of the City; and WHEREASJ the City CounciJ desires to call joint public hearings on such proposaJs; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: Section 1. The City Council hereby calJs joint public hearings before the City Council a d Z&PC on the proposals described in Exhibits A-1 and A-2, attached. The hearings shall be h d in the Council Chamber of the Municipal BuildingJ 3800 University Boulevard, West University Place, Tex~s 77005 during the City Council meeting set to begrn at 7: '3 0 p.m- on tJO~ Zf, 2A7~u . The hearings may be recessed and continued to the City Council meeting set to begin at'7!. /"0 p.m. on Lkbf~ 11 t ~ at the same place. Section 2. The purpose for the hear,ngs is to provide an opportunity for parties in interest and citizens to be heard in relation to the proposals described in Exhibits A-1 and A-2- Section 3. The procedures for adoption of the proposals shall be as follows: (1) notice as required by this ordinancet (2) hearing as caJled by this ordinance, (3) report by the Z&PC, and (4) vote by the City Council on the question of adoption~ The procedures for enforcing the proposals shall be as set out in the existing Zoning OrdinanceJ Code of Ordinances and subdivision regulations1 as the case may be. The proposals described in Exhibits A-1 and A-2 are hereby submitted and re-submitted to the Z&PC for lts consideration. Section 4. The Cjty Council shalt grve notice of such hearing as prescribed by this section~ The notice shall be in substantially the form set out in Exhibit B, which is attached an made a part of this ordinance by reference. The notice shall be published in a newspaper of general circulation in the City at least once on or before the 16th day preceding the date of the hearing. In additjon, the notice shall be mailed to the persons on the mailing list for a regular edition of the UCity Currentsj~ newsletter. The notices shall be deposited in the United States mail on or before tenth day preceding the date of the hearingJ properly addressed with postage prepaid. The notjces may be included within the newsletter or may be separate. Because the proposal to amend the Zoning Ordinance is vitally important an should be considered at the ear'iest possibJe date, a state of emergency is declared requiring that this ordinance be read and adopted finally at this meeting. Scope of Proposal. The proposal is to modify existing regulations and add new regulations summarized in the table attached to this letter and also shown in the attached full draft of the zoning ordinance.
