HomeMy WebLinkAbout121701S CC Min CITY COUNCIL SPECIAL SESSION MONDAY, DECEMBER 17, 2001 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The City Council convened in Special Session in the Municipal Building Conference Room (3800 University Blvd.) on December 17, 2001, with the following members present: Mayor Lewis presiding, Council Members May, Farley, Griffin and Jackson. The City Manager, City Secretary, City Attorney and Public Works Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 14 day of December 2001 at 3:00 p.m. Agenda Review: The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. Approval of proposed budget for Park Lovers Ball. Matters related to approving a proposed budget prepared by the Friends of West University Place Parks Fund, Inc. for the 2002 Park Lovers Ball. Ross Frazer, Treasurer for the Friends of West University Place Parks Fund, presented the proposed budget for the 2002 Park Lovers Ball. Estimated revenue, which includes ticket sales only is $75,000, and estimated expenditures are $61,050. A motion was made by Council Member Jackson, seconded by Council Member Griffin, to approve the proposed budget as presented. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Traffic island on Belmont at Cason. Matters related to a proposed traffic island for the intersection of Belmont at Cason. Public Works Director Michael Ross presented the design for the proposed traffic island. City Council Special Session, November 26, 2001 The City Council authorized the City?s consulting engineers, Claunch & Miller, Inc., to proceed with the design of the traffic island. Council Member Jackson requested that the City Manager review the installation of stop signs in the area. Building regulations. Matters related to building regulations and related issues. City Manager Sherman Yehl stated that in 1998 the Building and Standards Commission presented a work plan to the City Council, which included an examination and review on building standards. At that time, the Staff recommended that should the City Council desire to accept the recommendations of the BSC, a full review of the cost impact be prepared including additional staffing. The Council agreed that the BSC should not continue with the revision of building standards but should proceed with the adoption of the new International Code and to improve the quality of homes by conducting thorough inspections. After a discussion of this item, Mayor Lewis requested that the Building Official review the 1998 report with the Building and Standards Commission. Report from Board or Commission Liaisons. The City Council reported on Board or Commission meetings attended by the liaisons. Council Member Farley reported that the Public Safety Board was looking at problems related to traffic, safety issues at the library, city center and emergency response. Council Member Griffin reported that the Board of the Friends of West University Place Parks Fund is setting up a web-site and hoping to utilize it for the sell of some of their items. The Parks and Recreation Board have received the amended plans for Colonial Park and will be presenting it to the City Council in the near future. They are also looking at land in West U for pocket parks. Inquiries, requests and complaints. The City Council reviewed matters received from the public and referred them to the appropriate department or will place them on a future agenda for consideration or action. Mayor Lewis requested that the Staff continue to monitor the house with the poison ivy.
