HomeMy WebLinkAbout111201R CC Min CITY COUNCIL REGULAR SESSION MONDAY, NOVEMBER 12, 2001 MUNICIPAL BUILDING COUNCIL CHAMBERS 3800 UNIVERSITY BOULEVARD 7:30 P.M. The City Council convened in Regular Session in the Municipal Building Council Chambers on November 12, 2001, with the following members present: Mayor Lewis presiding, Council Members May, Farley, Griffin and Jackson. The City Manager, City Secretary, City Attorney, Finance Director, Parks and Recreation Director, Police Chief and Public Works Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 9 of November 2001 at 1:00 p.m. Citizen Comments. Mayor Lewis invited citizens who wished to address the City Council to come forward as their names were called. Jean Guez, 3609 Cason, presented letters from the residents of the 3200-3600 blocks of Cason. She stated that the residents agreed that the water and sewer lines needed to be replaced but would like all the improvements including sidewalk repairs to be done at one time. They requested that their street not be narrowed and that sidewalks be placed only on one side of the street. Sarah Moore, 4212 Rice, requested that the City adopt a provision where sidewalks would not be installed if they interfered with trees. Charles Hurd, 3215 Albans, objected to the plans for the infrastructure improvements on his street. He requested that the Council reconsider the design and placement of the curb by making a straight curb line with no bubble-outs. Bill Slusser, 6437 Rutgers, requested that the trees be protected during the infrastructure improvements. He asked that the City Staff be authorized to work with the residents. Alan Gerger, 3615 Corondo Court, stated that the residents in his area did not want sidewalks at all because a right-of-way did not exist. He also stated that additional concrete would cause more flooding. Cynthia Jenkins, 6400 Buffalo Speedway, presented a petition from residents with property facing or abutting Duke Street between Buffalo Speedway and Virginia Court. They requested that if sidewalks were to be installed on Duke then the street should be narrowed and only a single sidewalk near the south side of the street consistent with the pattern already approved in Area K should be installed. City Council Regular Session, November 12, 2001 Gary Cleasey, 6445 Mercer, requested that the City only repair or replace sidewalks that already exist. He stated that cost proposals should be done before any decisions were made. Resolution casting ballot for a person to the Board of Director of the Harris County Appraisal District. Matters related to Resolution No. 2001-28 casting a ballot for the election of a person to the Board of Directors of the Harris County Appraisal District. A motion was made by Council Member Farley, seconded by Council Member Jackson, to approve Resolution No. 2001-28 casting a ballot for the election of Bill Harry to the Board of Directors of the Harris County Appraisal District. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Resolution appointing member to Recycling and Solid Waste Reduction Board. Matters related to Resolution No. 2001-29 appointing Mardi Turner to the Recycling and Solid Waste Reduction Board. A motion was made by Council Member Griffin, seconded by Council Member Farley, to approve Resolution No. 2001-29 appointing Mardi Turner to the Recycling and Solid Waste Reduction Board. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Ordinance providing for increased annuities. Matters related to the second and final reading of Ordinance No. 1701 Mayor Lewis read the caption of Ordinance No. 1701 as follows: An ordinance providing for increased prior and current service annuities under the act governing the Texas Municipal Retirement System for retirees and beneficiaries of 2 City Council Regular Session, November 12, 2001 deceased retirees of the City of West University Place, and establishing an effective date for the ordinance Copies of Ordinance No. 1701, in the form proposed for adoption, were available in the Council Chambers. Finance Director Walter Thomas reported that the City provides its employees a retirement program under the Texas Municipal Retirement System (TMRS), a statewide retirement system created by the State to provide retirement benefits. Participation in the TMRS is widespread, with more than 700 participating members, 100,000 participants and 18,000 retirees. Mr. Thomas stated that Ordinance No. 1701 raises the retirees pension by 70% of the increase in the consumer price index from last year. This works out to be about 3%. This ordinance also establishes a permanent feature in the City?s plan with the TMRS so in the future Council?s would have to take action to stop the increase rather than take action to cause it to happen. A motion was made by Council Member Jackson, seconded by Council Member Griffin, to adopt Ordinance No. 1701 on the second and final reading. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Zoning Ordinance regarding front street lines. Matters related to the second and final reading of Ordinance No. 1702. Mayor Lewis read the caption of Ordinance No. 1702 as follows: An ordinance amending the Zoning Ordinance of the City of West University Place, Texas regarding front street lines; and containing findings and provisions relating to the subject Copies of Ordinance No. 1702, in the form proposed for adoption, were available in the Council Chambers. City Attorney Jim Dougherty reported that the proposed Ordinance was the subject of a joint public hearing and the Zoning and Planning Commission has issued a final report in favor of the proposed amendment. This Ordinance would authorize the Building Official to designate which of the street lines is the front when you have a corner site. There is a list of criteria that the Building Official would supply. 3 City Council Regular Session, November 12, 2001 A motion was made by Council Member Griffin, seconded by Council Member May, to adopt Ordinance No. 1702 on the second and final reading. Matters related to the second and final reading of Ordinance No. 1703. Mayor Lewis read the caption of Ordinance No. 1703 as follows: An ordinance amending the Zoning Ordinance of the City of West University Place, Texas regarding predominant front yard depth; and containing findings and provisions relating to the subject A motion was made by Council Member May, seconded by Council Member Griffin, to table the consideration of Ordinance No. 1703 until a later date. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Albans Street tree protection and street improvements. Matters related to narrowing Albans Street in order to provide tree protection. A motion was made by Council Member Jackson, seconded by Council Member Griffin, to table consideration of this item pending further information. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None 4 City Council Regular Session, November 12, 2001 City Council minutes. Matters related to the minutes of the Regular and Special Sessions conducted on October 22, 2001. A motion was made by Council Member Farley, seconded by Council Member Griffin, to approve the minutes as amended. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Council comments. Council Member Griffin commented that all the street lights were working on Georgetown. Council Member Jackson commented that the Public Safety Board had elected Mary Grace Greenwood as their Chairperson. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Jackson, seconded by Council Member Farley, to adjourn.
