HomeMy WebLinkAbout100801R CC Min CITY COUNCIL REGULAR SESSION MONDAY, OCTOBER 8, 2001 MUNICIPAL BUILDING COUNCIL CHAMBERS 3800 UNIVERSITY BOULEVARD 7:30 P.M. The City Council convened in Regular Session in the Municipal Building Council Chambers on October 8, 2001, with the following members present: Mayor Lewis presiding, Council Members May, Farley, Griffin and Jackson. The City Manager, City Attorney, Finance Director, Public Works Director and Assistant City Manager were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 5 of October 2001 at 4:30 p.m. Proclamation for Teacher Recognition Week. Matters related to a Proclamation honoring Teachers at the West University Elementary School to be recognized during the week of October 15 ? 19, 2001. Mayor Lewis read the Proclamation and presented it to Susan Monaghan from the West University Elementary School. Citizen Comments. Mayor Lewis invited citizens who wished to address the City Council to come forward as their names were called. Hal Collins, 3212 Albans, objected to the plans for the infrastructure improvements on his street. He requested that the Council reconsider the design and placement of the curb. Ordinance adopting 2002 Budget. Matters relating to the final reading of Ordinance No. 1698. Mayor Lewis read the caption of Ordinance No. 1698 as follows: An ordinance approving and adopting a budget for the fiscal year beginning January 1, 2002 and ending December 31, 2002; appropriating funds for such budget; and containing findings and provisions relating to the subject. Copies of Ordinance No. 1698, in the form proposed for adoption, were available in the Council Chambers. Finance Director Walter Thomas stated that Ordinance No. 1698 and its companion Ordinance No. 1699 are the final steps for the 2002 Budget process which began almost City Council Regular Session, October 8, 2001 60 days ago. During that time the City Council has reviewed the staff recommendations and held public hearings in accordance with state law. A motion was made by Council Member Jackson, seconded by Council Member May, to approve Ordinance No. 1698 on the final reading. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Ordinance levying and assessing ad valorem taxes for tax year 2001 . Matters related to the final reading of Ordinance No. 1699. Mayor Lewis read the caption of Ordinance No. 1699 as follows: An ordinance levying and assessing ad valorem taxes for tax year 2001; confirming and granting exemptions; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1699, in the form proposed for adoption, were available in the Council Chambers. Mr. Thomas stated that Ordinance No. 1699 sets the tax rate at $.42 per $100.00 valuation in order to finance the 2002 Budget. A motion was made by Council Member Farley, seconded by Council Member Jackson, to approve Ordinance No. 1699 on the final reading. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None Ordinance amending Fee Schedule. Matters related to the first reading of Ordinance No. 1700. Mayor Lewis read the caption of Ordinance No. 1700 as follows: 2 City Council Regular Session, October 8, 2001 An ordinance establishing and reestablishing fees and charges for activities, goods and services provided by the City; containing a provision to authorize the City Manager to establish fees and charges in certain circumstances; and containing findings and provisions relating to the subject Copies of Ordinance No. 1700, in the form proposed for adoption, were available in the Council Chambers. Assistant City Manager Michael Ross reported that Ordinance No. 1700 would enact the following changes to the fee schedule: Increases permit application fees from $5.00 to $10.00 Establish sign permit fees for all commercial signs Re-establish plan review resubmission fees Establish fees for fire system plan checking, automatic sprinkler systems and alarms The revisions to the fee schedule would generate additional revenue between $45,000 and $50,000 per year. A motion was made by Council Member May, seconded by Council Member Griffin, to adopt Ordinance No. 1700 on the first reading. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None City Council minutes. Matters related to the minutes of the Regular and Special Sessions conducted on September 24, 2001 and Special Session conducted on October 1, 2001. A motion was made by Council Member Griffin, seconded by Council Member May, to approve the minutes as presented. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson Voting Nay: None Absent: None 3 City Council Regular Session, October 8, 2001 Staff Report. City Manager Sherman Yehl thanked the staff that participated in the Always Remember , which raised over $14,000. 9-1-1 Fund Collection Council comments. Council Member Farley reminded everyone that there would be a Town Meeting with the Parks and Recreation Board to discuss the proposed plans for Colonial Park on Thursday, th October 11 at 7:30 p.m. Mayor Lewis reminded everyone about Home Place Celebration taking place during the month of October. The purpose of the event is to put emphasis on community. The calendar of events is located on the City?s website. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Jackson, seconded by Council Member Farley, to adjourn.
