CITY COUNCIL SPECIAL SESSION
MONDAY, SEPTEMBER 17, 2001
MUNICIPAL BUILDING

7:30 P.M.
The City Council convened in Special Session in the Municipal Building Conference
Room (3800 University Blvd.) on September 17, 2001, with the following members
present: Mayor Lewis presiding, Council Members May, Farley, Griffin, and Jackson.
The City Manager, City Secretary, City Attorney, Finance Director, Police Captain, Parks
and Recreation Director and Assistant City Manager/Public Works Director were also
present.
The notice for this meeting was posted in accordance with the Texas Government Code,

Chapter 551, on the 14 day of September 2001 at 4:00 p.m.
Colonial Park redevelopment plan.
Matters related to a plan for the redevelopment of Colonial Park.
Members of the Parks and Recreation Board present at the meeting were: Will Bertron,
Renelle Cadena, Felecia Fitzgerald, David Flame, Bill Gage, Erin Holsinger, Mike Hood,
Cheryl Hoyal and Tara Wuthrich. Also present were members of the Friends of West
University Parks Fund Gayle Jackson, Karin Dubose and Joni Fichter.
Jim Patterson, Landscape Architect with Knudson & Associates, presented the Phase 1
plans for the Colonial Park redevelopment.
Phase 1 is the east end of Colonial Park and includes an eight-foot wide walk path
surrounding the park and a low stone seat wall to prevent balls from rolling in the street.
The east end will be mostly green space with a gazebo near the playground.
Mr. Bertron reported that the Parks Board has scheduled public hearings on the proposed
thth
design for October 11 and 14. The long-term plan is to begin development of Phase 1,
begin a feasibility study of the Y.M.C.A. and then continue with Phase 2 of Colonial
Park.
Council Member Farley questioned the necessity to begin the renovations of Colonial
Park immediately and the amount of funds needed for the redevelopment. He also
expressed concern about the displacement of the softball teams from their practice field.
Issuance of Certificates of Obligation.
Matters related to the first and final reading of Ordinance No. 1696.

Mayor Lewis read the caption of Ordinance No. 1696 as follows:
An ordinance authorizing the issuance of City of West University Place, Texas,
Certificates of Obligation, Series 2001
Copies of Ordinance No. 1696, in the form proposed for adoption, were available in the
Conference Room.
Frank Ildebrando, Financial Consultant from Dain Rauscher, reported that Ordinance No.
1696 would authorize the issuance of $3,325,000.00 worth of certificates of obligation.
He stated that the offer he was recommending was from Bank of America with an interest
rate of a flat 4.4% fixed rate for the next 15 years through 2017.
A motion was made by Council Member Jackson, seconded by Council Member Farley,
to accept the offer from Bank of America as presented by Mr. Ildebrando.
A vote was taken on the motion with the following result:
Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and Jackson
Voting Nay: None
Absent: None
Tom Sage, Bond Counsel from Vinson & Elkins, presented an amendment to Ordinance
No. 1696. The amendment is a make-hold provision being requested by Bank of
America. Should the City wish to redeem the bonds early, the amount will be based on
what the government rates are at that time.
A motion was made by Council Member Jackson, seconded by Council Member May, to
adopt Ordinance No. 1696 on the first and final reading as presented with the make-hold
provision.
A vote was taken on the motion with the following result:

Voting Nay: None
Absent: None
2002 Budget.
Matters related to the 2002 Budget.
City Manager Sherman Yehl presented the proposed 2002 Budget Enterprise Fund, which
includes the Water Utility Fund and Solid Waste Fund. The Infrastructure Replacement
Fund, Equipment Replacement Fund and Special Revenue Funds were also discussed.

Adjournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Farley, seconded by Council Member Griffin, to adjourn. The
Special Session adjourned at 7:23 p.m.
