HomeMy WebLinkAbout022601S CC Min CITY COUNCIL SPECIAL SESSION MONDAY, FEBRUARY 26, 2001 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The City Council convened in Special Session in the Municipal Building Conference Room (3800 University Blvd.) on February 26, 2001, with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Manager, City Secretary, City Attorney, Finance Director, Parks and Recreation Director, Building Official, Public Works Director and Utilities Superintendent were also present. The notice for this meeting was posted in accordance with the Texas Government Code, rd Chapter 551, on the 23 day of February 2001 at 3:00 p.m. Agenda Review: The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. Matters related to Ordinance No. 1672. City Attorney Jim Dougherty reviewed the changes in the ?Omnibus I? amendments. He stated that the Zoning and Planning Commission had submitted their final report in favor of the proposed amendments. Council Member Grubb inquired about air conditioning units and the certified sound emission levels. He requested that homeowners be required to conduct testing of their mechanical equipment after installation. Zoning and Planning Commission Chair Charles Nelson stated that the Commission would take a look at Council Member Grubb?s request. Sidewalk policy statement and street width in Areas 7A and 7B. Matters related to a sidewalk policy statement; sidewalk map; and reducing the street width for certain streets in Priority Areas 7A and 7B. City Manager Sherman Yehl presented a draft of a general sidewalk policy. The City Council addressed reducing street widths and safety issues, parking, one-way streets, changes in construction costs, and the elimination of sidewalks on one side of the street. City Council Special Session, February 26, 2001 The City Council recessed the Special Session at 7:30 p.m. to convene in Regular Session. The Special Session reconvened at 8:35 p.m. The City Council continued their discussion of sidewalks and street widths. Council Member Bertini requested that the Traffic Task Force review the recommendations relating to certain streets in Priority Areas 7A and 7B. He also inquired about the objections to the proposal by the consulting engineers and requested opinions from the Police and Fire Chief. th The City Council agreed to hold a special session on Monday, March 5 at 5:30 p.m. to continue the discussion of street widths and sidewalks. Inquiries, requests and complaints. The City Council reviewed matters received from the public and referred them to the appropriate department or placed them on a future agenda for consideration or action. The dumpster located on Sewanee, the paving of the right-of-way on the North East corner of Mercer at Bellaire, and the cleanliness of the dressing rooms at Colonial Park were addressed. Matters related to pending or contemplated litigation; or a settlement offer. Priority Area 6B and final payment to Contractor Technology, Inc. Closed Executive Session to be held under Sections 551.071 Texas Government Code. The City Council convened in Executive Session at 9:55 p.m. The City Council closed the Executive Session at 10:05 p.m. and reconvened in special session. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Grubb, seconded by Council Member Bertini, to adjourn.
