HomeMy WebLinkAbout100702R CC Min CITY COUNCIL REGULAR SESSION MONDAY, OCTOBER 7, 2002 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The City Council convened in Regular Session in the Municipal Building Council Chambers (3800 University Blvd.) on October 7, 2002, with the following members present: Mayor Lewis presiding, Council Members May, Farley, Griffin and Jackson. The City Manager, City Secretary, City Attorney, Assistant City Manager/Public Works Director and Finance Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 4 day of October 2002 at 4:00 p.m. Formal Session 2003 Budget. Matters related to city finances, facilities, programs, and the 2003 Budget including revenues and expenditures for current and future years for all funds, and capital improvements, priorities, and related programs and expenditures, including YMCA facilities and other park projects, police and public works facilities, street lighting, sidewalks, drainage and flood control, animal recreation facility, traffic and parking and other public improvements and first and final reading of Ordinance No. 1720. Mayor Lewis read the caption of Ordinance No. 1720 as follows: An ordinance approving and adopting a budget for the fiscal year beginning January 1, 2003 and ending December 31, 2003; appropriating funds for such budget; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1720, in the form proposed for adoption, were available in the Council Chambers. Finance Director Walter Thomas reported that over the past several weeks, staff has presented recommendations for the 2003 budget and on September 23, 2002 public hearings were held on the proposed budget and property tax rate. In order to complete the budget process, the City Council must adopt two ordinances, one adopting the budget and another setting the tax rate. The first ordinance appropriates the following expenditures for 2003: City Council Regular Session, October 7, 2002 General Fund9,334,830$ Water Fund4,804,440 Water Fund Capital Fund260,000 Debt Service Fund5,951,100 Capital Projects Fund2,732,500 Infrastructure Replacement Fund14,505,440 Sidewalk Construction Fund4,744,593 Senior Citizens Activity Fund2,500 Home Rehabilitation Fund100,000 Parks Fund- Recycling Fund100,000 Equipment Replacement Fund298,000 Solid Waste Fund1,059,410 Court Technology Fund12,000 Total Appropriations43,904,813$ To fund these appropriations requires a property tax rate of $0.4275 cents per $100 of property value divided between the Debt Service Fund and the General Funds as follows: Tax Rate% of Rate General Fund 0.187543.860% Debt Service Fund0.240056.140% Total Tax Rate0.4275100.000% Mr. Thomas stated that the Staff has returned a budget of $0.4275 but Staff still feels more comfortable with a $0.43 property tax rate and is recommending this increase. After a brief discussion, members of the City Council agreed with the recommendation from the staff to change the property tax rate to $0.43 cents per $100 valuation. A motion was made by Council Member Farley, seconded by Council Member Jackson, to adopt Ordinance No. 1720 approving a fiscal year 2003 budget with a total tax rate of $0.43. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley and Jackson Voting Nay: Council Member Griffin Absent: None 2 City Council Regular Session, October 7, 2002 Ad valorem taxes for tax year 2002 . Matters related to ad valorem taxes for tax year 2002 including first and final reading of Ordinance No. 1721. Mayor Lewis read the caption of Ordinance No. 1721 as follows: An ordinance levying and assessing ad valorem taxes for tax year 2002; confirming and granting exemptions; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1721, in the form proposed for adoption, were available in the Council Chambers. A motion was made by Council Member Farley, seconded by Council Member Jackson, to approve Ordinance No. 1721 on the first and final reading adopting a $.43 tax rate, which is $0.19 for the general fund and $0.24 for the debt service. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley and Jackson Voting Nay: Council Member Griffin Absent: None Mayor Lewis thanked the Staff for working to satisfy the requests of the Council. She stated that it is a $0.43 tax rate and this is a penny increase but the residents are still only paying 19 cents out of that tax rate for all the services in the City. The City Council recessed the Formal Session to convene in Informal Session at 6:55 p.m. Informal Session Sidewalks. Matters related to sidewalks, a presentation by the SWA Group, etc. Members of the SWA Group, Erin Cannon and John Cutler, presented the proposed sidewalk master plan to the City Council. Ms. Cannon fielded numerous questions from the City Council and residents. This presentation will be made during a public hearing to be held on October 23, 2002 at the Community Building. 3 City Council Regular Session, October 7, 2002 Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Farley, seconded by Council Member Griffin, to adjourn.
