Barnes, Councilmember Thelma Gilliam, City Secretary Melanie Bell, Councilmember Shannon Carroll, Councilmember CITY COUNCIL MEETING ACTION MINUTES The City Council of the City of West University Place, Texas, met in a regular meeting on Monday, October 10, 2022, at 6:30 p.m., in the Municipal Building at 3800 University Boulevard, to consider the agenda of items listed. The meeting was held in person and via Zoom. Agenda Items were as follows: 1. Call Meeting to Order Mayor Sample called the meeting to order at 6:30 p.m. In attendance were Mayor Pro Tem Montgomery and Councilmembers Barnes and Bell. Councilmember Carroll was absent. Staff in attendance were City Manager Beach, City Secretary Gilliam, City Attorney Bounds (Olson and Olson), Fire Chief Maxell (Zoom), Police Chief Walker, Finance Director Kalka, Parks and Recreation Director White, IT Director Davenport (Zoom), and Communications Coordinator Cuccerre (Zoom) Jenny McCarthy with Tri-Sports was also in attendance. 2. Pledge of Allegiance – Councilmember Bell led the Pledge. 3. Public Comments This is an opportunity for citizens to speak to Council relating to agenda and non-agenda items. Speakers are required to register in advance and must limit their presentations to three minutes each. City Secretary Gilliam read comments (summarized below) into record for the following three (3) residents in regards to the Edloe Pathway project: Martha Yates, 3728 Wroxton commented that she feels the proposed pathway project is a very bad idea and an unnecessary expense for the community. David Piwnica, 3707 Albans, commented that the proposed project costs and utility expenses are out of line with good stewardship of tax dollars. Mary Lou Gullett, 3701 Albans, commented that the cost of burying utilities for this project makes it cost prohibitive even before actual project work is begun and said Council should pursue projects with more city-wide benefits than this very expensive project. Lauri Lankford, 3742 Wroxton, spoke to request that Council scrap the project in its entirety rather than rebid the project because it is too expensive and just have a nice green space again. She said the savings can be put into employee salaries. City Council Meeting Minutes, October 10, 2022 2 of 3 4. Dyslexia Awareness Month – Proclamation Matters related to proclaiming October 2022 as Dyslexia Awareness Month in the City of West University Place. Mayor Susan Sample Mayor Sample proclaimed October 2022 as Dyslexia Awareness Month in West University Place. 5. Agreement with Tri-Sports Matters related to an agreement with Tri-Sports. Recommended Action: Authorize the City Manager to execute the 2023 Agreement between the City of West University Place and the West University Place Tri-Sports Association. Ms. Susan White, Parks and Recreation Director After Council discussion with Parks and Recreation Director White and Tri-Sports representative Jenny McCarthy, Councilmember Barnes moved to authorize the City Manager to execute the 2023 Agreement between the City of West University Place and the West University Place Tri-Sports Association. Councilmember Bell seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Barnes, Bell Noes: None Absent: Carroll 6. Edloe Street Pathway Project Proposal Rejection Matters related to rejecting the single bid for the Edloe Street Pathway project. Recommended Action: Approve the consultant’s finding that Cue Construction is over budget and under qualified for the Edloe Street Pathway project, reject the bid proposal, and direct staff to rebid the project. Ms. Susan White, Parks and Recreation Director Before discussion, resident Harry Weitzel, 3708 Albans, spoke to say he opposes the project and asked that if Council decide to rebid the project, consider having it stop at Sunset so that it would be safer and cheaper. After discussion, Councilmember Barnes requested that the recommended action be separated into two motions. Councilmember Barnes moved to approve the consultant’s finding that Cue Construction is over budget and under qualified for the Edloe Street Pathway project. Councilmember Bell seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Barnes, Bell Noes: None Absent: Carroll Councilmember Bell moved to direct staff to rebid the project. Mayor Pro Tem Montgomery seconded the motion. Designating Representatives to the Houston-Galveston General Assembly Matters related to designation a representative and alternate to the Houston-Galveston General Assembly (H-GAC). Recommended Action: Discuss and designate a representative and alternate to the 2023 H-GAC General Assembly. Ms. Thelma Gilliam, City Secretary Councilmember Bell moved to approve designating Mayor Susan Sample as the representative and Mayor Pro Tem John Montgomery as the alternate to serve on the 2023 H-GAC General Assembly. Councilmember Barns seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Barnes, Bell Noes: None Absent: Carroll 8. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. A. City Council Meeting Minutes Approve City Council Minutes of September 26, 2022. Recommended Action: Approve City Council Minutes of September 26, 2022. Ms. Thelma Gilliam, City Secretary B. Investment Policy Matters related to adopting a resolution revising the City’s Investment Policy. Recommended Action: Approve the resolution adopting Investment Policy with the proposed change. Ms. Marie Kalka, Finance Director Councilmember Barnes moved to approve the Consent Agenda as presented. Councilmember Bell seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Barnes, Bell Noes: None Absent: Carroll 9. Adjourn Meeting With no other business before the Council, Mayor Pro Tem Montgomery moved to adjourn the meeting at approximately 7:30 p.m. Councilmember Barnes seconded the motion. MOTION PASSED.
