Barnes, Councilmember Thelma Gilliam, City Secretary Melanie Bell, Councilmember Shannon Carroll, Councilmember CITY COUNCIL ACTION MINUTES The City Council of the City of West University Place, Texas, met in a special meeting on Monday, September 19, 2022, in the Municipal Building, 3800 University, Houston, Texas. The meeting workshop was also held via Zoom. Call to Order. Mayor Sample called the meeting to order at 6:30 p.m. Mayor Pro Tem Montgomery, Councilmembers Barnes, Bell, and Carroll were present. Staff present were City Manager Beach, City Secretary Gilliam, City Attorney Bounds, Finance Director Kalka, Assistant to the City Manager Thompson, Police Chief Walker, and Fire Chief Maxell. Agenda items were as follows: 1. Call Meeting to Order 2. Public Hearing on the 2023 Budget Matters related to a Public Hearing on the City’s 2023 Annual Budget. Recommended Action: Hear presentation then open Public Hearing to receive comments on the 2023 Annual Budget. Ms. Marie Kalka, Finance Director After a brief presentation by Finance Director Kalka, Mayor Sample opened the Public Hearing at 6:50 p.m. There were no public comments. 3. Close Public Hearing on the 2023 Budget Councilmember Barnes moved to close the Public Hearing at 6:51 p.m. Councilmember Carroll seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Barnes, Bell, Carroll Noes: None Absent: None 4. Public Hearing on the 2022 Tax Rate Matters related to a Public Hearing on the 2022 Tax Rate. Recommended Action: Hear presentation then open Public Hearing to receive comments on the 2022 Tax Rate. Ms. Marie Kalka, Finance Director After brief presentation by Finance Director Kalka, Mayor Sample opened the Public Hearing at 6:57 p.m. City Council Meeting Action Minutes, September 19, 2022 2 of 2 There were no public comments. 5. Close Public Hearing on the 2022 Tax Rate Mayor Pro Tem Montgomery moved to close the Public Hearing at 6:58 p.m. Councilmember Barnes seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Barnes, Bell, Carroll Noes: None Absent: None 6. Adjourn Meeting Councilmember Carroll moved to adjourn the meeting. Mayor Pro Tem Montgomery seconded the motion. MOTION PASSED.
