CITY COUNCIL MINUTES
The City Council of the City of West University Place, Texas, met in a budget workshop session on Friday,
September 2, 2022, in the Municipal Building, 3800 University, West University Place. The workshop was
also held via Zoom.
Call to Order. Mayor Sample called the meeting to order at approximately 9:05 a.m. Mayor Pro Tem
Montgomery, Councilmembers Barnes, Bell, and Carroll were present. Staff present were City Manager
Beach, City Secretary Gilliam, City Attorney Bounds, Finance Director Kalka, Parks and Recreation Director
White, Public Works Director Barrera, IT Director Davenport, HR Director Urban, Police Chief Walker, Fire
Chief Maxell, Communications Coordinator Cuccerre, and Assistant to the City Manager Thompson.
Agenda items were as follows:
1. Call to Order/Roll Call
2. 2023 Proposed Budget
Matters related to discussion regarding the City’s annual budget, to include the City finances for all
funds, Capital Improvement Program, tax rates, staffing, fees, and revenue and expenditures for all
funds. Recommended Action: Discuss the annual budget and provide staff with feedback and direction as
desired. Mr. Dave Beach, City Manager
City Manager Beach and Finance Director Kalka presented the draft proposed 2023 Budget to Council
for discussion.
3. Adjourn
Mayor Sample adjourned the workshop at approximately 12:50 p.m.
