CITY COUNCIL SPECIAL SESSION
MONDAY, MAY 28, 2002
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
8:30 A.M.
The City Council convened in Special Session in the Municipal Building Conference
Room (3800 University Blvd.) on May 28, 2002, with the following members present:
Mayor Lewis presiding, Council Members May, Farley, Griffin and Jackson. The City
Manager, City Secretary and City Attorney were also present.
The notice for this meeting was posted in accordance with the Texas Government Code,

Chapter 551, on the 24 day of May 2002 at 3:00 p.m.

Matters related to the appointment, employment, evaluation, reassignment or duties of a
public officer or employee. (City Manager)
Closed Executive Session to be held under Section 551.074, Texas Government Code.
The City Council convened in Executive Session at 8:40 a.m.
The City Council closed the Executive Session at 9:35 a.m. and reconvened in special
session.
Executive recruitment; Search process.
Matters related to proposals from executive recruitment firms and other matters related to
the City Manager search process.
City Manager Sherman Yehl reported on the recruitment firms that submitted proposals.
Council Member May asked if it would be feasible to ask the firms if the proposals could
be tiered to allow seeking partial services.
Mr. Yehl stated that a tiered selection process proposal would be possible.
Council Member Griffin asked Mr. Yehl if his recommendation to Council was to at least
do a profile for the position of City Manager.
Mr. Yehl stated that he thought it would be helpful for members of Council to have an
understanding and feel for what attributes and skill sets you are looking for in a City

Manager. Any of the search firms could aid in doing that profile and developing the
characteristics of the position and this would probably be money well spent.
Council Member Farley asked if the Council should follow up with 2 or 3 firms and ask
them to make a short presentation at the next meeting.
Mr. Yehl stated that it would be beneficial to take that time for an oral presentation.
A motion was made by Council Member Farley, seconded by Council Member Griffin, to
request Maximus, Waters Consulting Group and Ralph Andersen & Associates to present

a tiered recommendation and break out the associated cost at the June 10 council
meeting.
A vote was taken on the motion with the following result:
Voting Aye: Mayor Lewis, Council Members May, Farley, Griffin and
Jackson
Voting Nay: None
Absent: None
Adjournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Griffin, seconded by Council Member Farley, to adjourn. The
Special Session adjourned at 9:40 a.m.
