CITY COUNCIL SPECIAL SESSION
MONDAY, FEBRUARY 25, 2002

The City Council convened in Special Session in the Municipal Building Conference
Room (3800 University Blvd.) on February 25, 2002, with the following members
present: Mayor Lewis presiding, Council Members May, Farley, Griffin and Jackson.
The City Manager, City Secretary, City Attorney, Public Works Director, Police Chief
and Fire Chief were also present.
The notice for this meeting was posted in accordance with the Texas Government Code,

Chapter 551, on the 22 day of February 2002 at 12:30 p.m.
Police station feasibility study.
Matters related to a feasibility study of the Police station presented by Brinkley Sargent .
Hal Sargent of Brinkley Sargent presented a Police Department needs assessment and
feasibility study. The projected size of the facility is approximately 16,300 feet and this
would provide sufficient and proper space for the departments to function for the next 25
years. Funding for the project has been estimated at 4.5 to 5 million-dollars.
The City Council asked numerous questions about the study.
Mayor Lewis inquired about a temporary solution to the crowded police facility.
This item will be discussed further during the 2003 budget process.
Zoning ordinance regarding predominant front yard depth.
Matters related to an amendment to the zoning ordinance regarding predominant front
yard depth.
Public Works Director Michael Ross reported that over the last year the Zoning &
Planning Commission has debated the merits of changing the front yard setback in SF-1
zoning district to require a uniform front yard setback for each block based on the
predominant setback of existing homes. An ordinance amendment was drafted and
referred to City Council for approval and after holding a joint public hearing the Council
passed the amendment on first reading on October 21, 2001. Council then tabled the
amendment during the second reading on November 12, 2001 pending further review by
the Zoning & Planning Commission in regard to economic and personal hardships this

amendment may cause. The Zoning & Planning Commission has further studied this issue
and has voted unanimously to send it back to Council as written for approval.
This ordinance amendment affects approximately 44 lots within the city. Assuming each
lot has a minimum dimension of 50? wide, 110? deep, this amendment would require an
additional front yard set back of 10? if the predominant depth of all other lots in the block
are greater than 110? deep. Each lot will lose a minimum of 800 square feet of
developable area. On a 5,500 square foot lot, this could potentially reduce the size of a
home from 4,400 square feet to 3,600 square feet. With a current estimated value of
$126.00 per square foot, this equates to a minimum loss of $100,800.00 accessible value
per house or a total of $4,435,200.00 for all 44 lots.
Based on the City?s Current tax rate, the revenue from enacting this amendment is an
estimated loss of $20,000/year.
The second and final reading of this ordinance will be presented at the next Regular
Session.
Quarterly report.

Matter related to the 2001 4 Quarter report.
The City Staff discussed the Quarterly report with the City Council.
The City Council recessed the Special Session at 7:30 p.m. to convene in Regular
Session.
The Special Session reconvened at 8:35 p.m.
Report from Board or Commission Liaisons.
The City Council reported on Board or Commission meetings attended by the liaisons.
Mayor Lewis reported that the Adult Services Board was considering a separate
newsletter from the one in City Currents.
City Manager Sherman Yehl reported that approximately 75 to 80 people attended the
drainage meeting. They addressed concerns about widening Poor Farm Ditch.
Inquiries, requests and complaints.
The City Council reviewed matters received from the public and referred them to the
appropriate department or will place them on a future agenda for consideration or action.

Council Member May commented that he had received comments regarding lawn
mowing on Sundays.
Council Member Farley commented that the infrastructure work in Priority Area 7B was
chaotic and random.
Council Member Griffin commented that she would like to see an amended personnel
policy on internet use by city employees.
Adjournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Jackson, seconded by Council Member May, to adjourn. The
Special Session adjourned at 8:54 p.m.
