HomeMy WebLinkAbout100803S CC Min CITY COUNCIL SPECIAL SESSION WEDNESDAY, OCTOBER 8, 2003 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:00 P.M. The City Council convened in Special Session in the Municipal Building Council Chambers (3800 University Blvd.) on October 8, 2003, with the following members present: Mayor Pro Tem Segal presiding, Council Members Fogler and Woods. The City Manager, City Secretary, City Attorney, Assistant City Manager/Public Works Director, Finance Director, and Police Chief were also present. Mayor Ballanfant and Council Member Farley were absent. The notice for this meeting was posted in accordance with the Texas Government Code, rd Chapter 551, on the 3 day of October 2003 at 5:45 p.m. 2004 Budget. Matters related to city finances, facilities, programs, and the 2004 Budget including revenues and expenditures for current and future years for all funds, and capital improvements, priorities, and related programs and expenditures, including YMCA facilities and other park projects, police and public works facilities, street lighting, sidewalks, drainage and flood control, animal recreation facility, traffic and parking and other public improvements and Ordinance No. 1752. Mayor Pro Tem Segal read the caption of Ordinance No. 1752 as follows: An ordinance approving and adopting a budget for the fiscal year beginning January 1, 2004 and ending December 31, 2004; appropriating funds for such budget; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1752, in the form proposed for adoption, were available in the Council Chambers. Finance Director Walter Thomas stated that this was the final step in a long process that began last August. A public hearing was held on the proposed budget on September 29, 2003. Ordinance No. 1752 adopts the budget. It appropriates $44,809,640.00 to different funds. A motion was made by Council Member Woods, seconded by Council Member Fogler, to adopt Ordinance No. 1752 accepting the 2004 proposed operating budget. A vote was taken on the motion with the following result: City Council Special Session, October 8, 2003 Voting Aye: Mayor Pro Tem Segal, Council Members Fogler and Woods Voting Nay: None Absent: Mayor Ballanfant and Council Member Farley Ad valorem taxes for tax year 2003 . Matters related to ad valorem taxes for tax year 2003 including Ordinance No. 1753. Mayor Pro Tem Segal read the caption of Ordinance No. 1753 as follows: An ordinance levying and assessing ad valorem taxes for tax year 2003; confirming and granting exemptions; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1753, in the form proposed for adoption, were available in the Council Chambers. Mr. Thomas stated that Ordinance No. 1753 adopts a property tax rate of $0.4467 cents per $100 of property value. A motion was made by Council Member Fogler, seconded by Council Member Woods, to approve the revised Ordinance No. 1753 levying and assessing ad valorem taxes for 2003. A vote was taken on the motion with the following result: Voting Aye: Mayor Pro Tem Segal, Council Members Fogler and Woods Voting Nay: None Absent: Mayor Ballanfant and Council Member Farley Employee retirement plan. Matters related to the employee retirement plan including Ordinance No. 1754. Mayor Pro Tem Segal read the caption of Ordinance No. 1754 as follows: An ordinance authorizing and allowing, under the act governing the Texas Municipal Retirement System, ?Updated Service Credits? in said system on an annual basis for service performed by qualifying members of such system who at the effective date of the allowance are in the employment of the City of West University Place; providing for increased prior and current service annuities for retirees and beneficiaries of deceased retirees of the City; to increase the rate of deposits to the Texas Municipal Retirement System by the employees of the City; establishing an effective date for the ordinance; and declaring an emergency 2 City Council Special Session, October 8, 2003 Copies of Ordinance No. 1754, in the form proposed for adoption, were available in the Council Chambers. Mr. Thomas stated that Ordinance No. 1754 updates and changes the TMRS retirement system for the city employees. This provision was contained and discussed in the budget as being the only compensation enhancement that is being offered in 2004. A motion was made by Council Member Fogler, seconded by Council Member Woods, to approve Ordinance No. 1754 changing the employee retirement plan as presented by staff. A vote was taken on the motion with the following result: Voting Aye: Mayor Pro Tem Segal, Council Members Fogler and Woods Voting Nay: None Absent: Mayor Ballanfant and Council Member Farley Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Woods, seconded by Council Member Fogler, to adjourn.
