CITY COUNCIL SPECIAL SESSION

The City Council convened in Special Session in the Bill Watson Conference Room
(3800 University Blvd.) on March 14, 2003, with the following members present: Mayor
Lewis presiding, Council Members May, Farley, Griffin and Jackson. The City Manager,
City Secretary, Assistant City Manager/Public Works Director and Project Coordinator
were also present.
The notice for this meeting was posted in accordance with the Texas Government Code,

Chapter 551, on the 11 day of February 2003 at 12:30 p.m.
Sidewalks and street improvements.
Matters related to sidewalks and street improvements including contract and expenditure
with SWA Group for On-Call sidewalk consulting services.
City Manager Michael Ross presented an update on the sidewalk program. He stated that
the SWA consultants have been advising the city on curb ramps and other complex
sidewalk issues, such as trees and uneven elevation.
Council Member May commented that he was disappointed in the consultants because the
City had already paid $75,000 to the SWA Group and now the approach has changed
without the Council knowing about it. He stated that he had expected the consultants to
develop 10 to 15 prototype plans for dealing with the construction of sidewalk curb ramps
and other complex situations such as uneven elevation. Council Member May suggested
that the contract be set at no more than $25,000.
Mayor Lewis requested that the Council receive updated information on the progress of
all the city?s contracts.
A motion was made by Council Member Farley, seconded by Council Member Griffin, to
authorize the City Manager to contract with SWA Group for $75,000 and requested that
frequent updates on the progress of the work be given to the City Council.
Voting Aye: Mayor Lewis, Council Members May, Farley, and Griffin
Voting Nay: Council Member Jackson
Absent: None
The motion passed.

Adjournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Farley, seconded by Council Member Jackson, to adjourn. The
Council meeting adjourned at 2:05 p.m.
