HomeMy WebLinkAbout092004S CC Min CITY COUNCIL SPECIAL SESSION MONDAY, SEPTEMBER 20, 2004 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 5:30 P.M. The City Council convened in Workshop Session in the Bill Watson Conference Room (3800 University Blvd.) on September 20, 2004, with the following members present: Mayor Ballanfant presiding, Council Members Segal, Farley, Fogler and Woods. The City Manager, City Secretary, Assistant City Manager/Public Works Director, Finance Director, Parks and Recreation Director, Police Chief and Operations Superintendent were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 17 day of September 2004 at 11:05 a.m. City finances, facilities, programs and the 2005 Budget. Matters related to city finances, facilities, programs and the 2005 Budget including revenues and expenditures for current and future years for all funds, and capital improvements and related programs and expenditures, including recreation facilities, parkland and other park projects, police and public works facilities, street lighting, sidewalks, drainage and flood control, animal recreation facility, traffic and parking and other public improvements. The City Council and Staff discussed the proposed 2005 budget. City Manager Michael Ross reviewed the water and sewer fund revenues. The City Council agreed that a 7% water and sewer rate increase would be required. Parks and Recreation Director Tim O?Connor reviewed the operational budget and capital project requests for the Parks and Recreation Department. Gateway signs and the acquisition of parkland were also discussed. The City Council addressed the proposed Capital Projects including the purchase of garbage trucks and privatizing the solid waste collection. At this point in the meeting, the Mayor publicly announced that a closed, executive session would be held and identified the section or sections of the Open Meetings Law (Chapter 551of the Texas Government Code) under which the meeting would be held. After the announcement, the City Council conducted a closed, executive session beginning at 7:15 p.m. on the following subject: City Council Workshop Session, September 20, 2004 Closed Executive Session to be held under Section 551.072, Texas Government Code, deliberation regarding real property. After the closed, executive session, the Mayor announced, in open session, that the City Council had concluded its closed, executive session at 7:40 p.m. The City Council and Staff continued the discussion of the 2005 Budget. The closing of water well number 7 and the purchase of streetlights was addressed. Intergovernmental & Infrastructure Issues; Staff or Council Report. Matters relating to intergovernmental relations and agreements including negotiations, extra jurisdictional meetings, regional issues, City of Houston Water Rate Increase, Metropolitan Transit Authority agreements, infrastructure projects, drainage, flooding, Kirby Drive construction, Center Point Energy Entex, gas rates and coalition, Cason Street entrance to the West University Recreation Center, City Center project, streetlights, railroad quiet zones and task force, board and commission liaison reports and related matters. This may include report(s) from staff and reports and directives to staff from Council Members. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Fogler, seconded by Council Member Farley, to adjourn. The Council meeting adjourned at 8:08 p.m. IN ADDITION TO ANY EXECUTIVE SESSION LISTED ABOVE, THE CITY COUNCIL RESERVES THE RIGHT TO ADJOURN INTO ANY OTHER EXECUTIVE SESSION AT ANY TIME DURING THIS MEETING TO DISCUSS ANY OF THE MATTERS LISTED ABOVE, AS AUTHORIZED BY TEXAS GOVERNMENT CODE SECTIONS 551.071 (CONSULTATION WITH ATTORNEY); 551.072 (DELIBERATIONS ABOUT REAL PROPERTY); 551.073 (DELIBERATIONS ABOUT GIFTS AND DONATIONS); 551.074 (PERSONNEL MATTERS); 551.076 (DELIBERATIONS ABOUT SECURITY DEVICES); AND 551.087 (ECONOMIC DEVELOPMENT). 2
